There is hereby created the city preservation district. The boundaries of such district shall include the entire corporate limits of the city.

All commercial buildings located within the preservation district shall be eligible for identification and classification as historic buildings. No building shall receive such designation until so determined by the city council. In reviewing an application for historic building status, the city council shall consider the physical condition of the building, its historical and cultural significance to the city, the recommendation of the preservation committee (see section 9.03.003) and such other matters as the city council may deem necessary and appropriate.

(a) 
Creation; board of directors.
There is hereby created the city preservation committee, which committee shall be open to all persons interested in preserving the history and culture of the city and the preservation district. The board of directors of such committee shall be comprised of ten individuals, including a member of the city council, the building official, the fire marshal, the city manager, an architect selected by the city council, the then-current president of the Humble Area Chamber of Commerce, and four persons selected by the members of the preservation committee.
(b) 
Duties.
The preservation committee shall serve as an advisory committee to the city council, and its primary purpose shall be to investigate and recommend to the city council such matters as the committee deems necessary and appropriate for the protection, preservation and restoration of the preservation district. In addition, the committee shall recommend to the city council buildings it deems appropriate for historic building status, whether such recommendation is the result of a property owner application or the initiative of the committee.
(c) 
Procedures.
The board of directors shall establish such rules of procedure for the conduct of its business as it deems reasonable and prudent; provided, however, that the board shall conduct its meetings in accordance with the provisions of V.T.C.A., Government Code chapter 551, the Texas Open Meetings Act, and all records of the board shall be subject to disclosure as required by V.T.C.A., Government Code chapter 552, the Texas Open Records Act.
