The fiscal year of the city shall begin on the first day of October and shall end on the last day of September of each calendar year. Such fiscal year shall also constitute the budget and accounting year for the city.

The city shall collect the sum provided for in the fee schedule in appendix A of this code for each check received by the city for the payment of any account or fine or for any reason given to the city, and subsequently dishonored by the bank upon which it was drawn for any reason.

(a) 
Credit cards accepted.
In accordance with chapter 132, Texas Local Government Code, the city manager or his designee is hereby authorized to execute the necessary agreements to permit city staff to accept credit cards as payment of the following:
(1) 
Development fees;
(2) 
Utility fees;
(3) 
Court costs and fines (specifically including special expense fees, dismissal fees, payment plan fees, arrest and capias pro fines, omni fees, ordinance violation fees and fines);
(4) 
Azle Memorial Library fees, fines and other charges; and
(5) 
Cross Timbers Golf Course usage fees and other charges which may be collected by the city.
The city shall assess a processing fee not to exceed five percent (5%) of the amount of the fee, fine, court cost, other charge being paid by the use of a credit card, as authorized by section 132.003(b), Texas Local Government Code.
(b) 
Service charge for declined credit cards.
If for any reason, a payment by a credit card is not honored by the credit card company on which the funds are drawn, the city may collect a service charge from the person who owes the fee, fine, court cost, or other charge. The service charge is in addition to the original fee, fine, court cost, or other charge and is for the collection of that original amount. The amount of the service charge is the same amount as the fee charged for the collection of a check drawn on an account with insufficient funds.
(c) 
Form of payment.
The city may accept credit cards as payment of such fees, fines, court costs, or other charges in person, by telephone, or through the internet.
