There is hereby created and established a special events advisory board for the city, hereinafter referred to as the “board,” to be composed of seven members, and shall serve at the pleasure of the city council.

(a) 
The voting members of the special events advisory board shall consist of seven members appointed by the city council who have a genuine interest in the entertainment for the residents of the city, and the surrounding community. At least four (4) of the board members shall be residents and qualified voters of the city; no more than three (3) members may be nonresident (but qualified to vote in their respective community), owners or employees of businesses operating within the city’s boundaries.

The term of the appointments shall be two years each. Places 1, 3, 5 and 7 shall expire in odd-numbered years, while places 2, 4 and 6 shall expire in even-numbered years. The terms shall expire on October 31st of each year as referenced above.

In addition, the city council may appoint one or more ex officio members as advisors to the board. Ex officio members shall have no voting authority and shall serve at the pleasure of the city council.

Any vacancy occurring in the ex officio or voting members of the board shall be filled by appointment in the same manner as provided for appointment of those members. Board members may be appointed to succeed themselves provided they remain qualified as set forth in sections 1.04.131 and 1.04.132.

The special events board shall make rules and regulations for its own government and designate such time and place for holding meetings as it deems proper. Four (4) voting members of the board shall constitute a quorum.

It shall be the duty of the special events advisory board, subject to final approval by the city council, to:
(1) 
Attend, plan and coordinate the music in the park events;
(2) 
Seek out and select performers for concert series;
(3) 
This board is fully responsible for the booking of performers and the securing and coordination of sound equipment;
(4) 
Submit a budget to the city’s park superintendent for the council’s consideration and keep within approved budget guidelines;
(5) 
Submit requests for volunteers for special events and prepare necessary information and task assignments;
(6) 
Explore ways of reaching out into the community to raise funds for the events;
(7) 
Perform any additional duties regarding the music in the park events as may be conferred on the board by the city council.
