(a) The
animal shelter advisory committee, which is hereby created, shall
be an advisory body of four (4) members appointed by the city council.
The mayor shall appoint the chairperson.
(b) All
members shall be appointed for an initial term to expire on November
1st, with two (2) appointed to serve for a two (2) year term and two
(2) members to serve for a one (1) year term. Thereafter, members
shall serve a term of office of two (2) years.
(c) Members
must meet the following qualifications:
(1) One (1) member must be a licensed veterinarian;
(2) One (1) member must be a city or county official;
(3) One (1) member must have duties including the daily operation of
an animal shelter; and
(4) One (1) member must be a representative of an animal welfare organization.
(d) The
committee shall meet at least three (3) times a year.

The committee shall act as an advisory body to the city manager
and the city council and shall:
(1) Assist
the city in complying with the requirements of the Texas Health and
Safety Code, chapter 823;
(2) Make
recommendations to the city council regarding methods and procedures
necessary to ensure compliance with chapter 823 of the Texas Health
and Safety Code.
