The 2018 International Plumbing Code is hereby adopted as the official plumbing code of the city, and is fully incorporated by reference as though copied into this section in its entirety. The material contained in such code shall not be included in the formal municipal codification of ordinances but shall be maintained as a public record in the office of the city secretary and will be available for public inspection and copying during regular business hours.

(a) 
Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this division shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code. Each day that a violation is permitted to exist shall constitute a separate offense.
(b) 
The city may also bring suit for injunction against any person, firm or corporation that violates or threatens to violate any of the provisions of this division, in order to prevent a continued violation or threatened violation.

(a) 
Plumbing permits shall be issued only to persons or contractors who have a valid registration with the city. Each person or contractor, including self-employed, shall be or have in its employment an individual licensed by the state as a master plumber.
(b) 
A plumbing permit required by this division may be issued to a person not having a state master plumber’s license if:
(1) 
The permit is issued for the installation of a lawn irrigation system and the person is a licensed landscape irrigator under V.T.C.A., Occupations Code, chapter 1903, and has a valid registration with the city;
(2) 
The permit is for work actually performed by the property owner on property he occupies as his homestead and is not done for compensation;
(3) 
The permit is for work done by a person who is regularly employed as a full-time employee and performs maintenance and repair work for a single employer and does not work for the general public.
(c) 
Any person, firm, or corporation performing the construction or repair of new or existing plumbing systems for compensation in the city shall register as a contractor with the city on forms provided by the inspection department. The registration must be renewed annually effective January 1 of each year. The fee for initial registration and for annual renewal is as established in appendix A to this code. A registered person or contractor shall notify the city of any change in his state license or address.
(d) 
A registration issued under this division is not transferable.
(e) 
The building code board of adjustment and appeals of the city shall have the authority to suspend or revoke a contractor registration for violations of the plumbing code, registration violations, or violations of state law. The board shall hear appeals of orders, decisions, or determinations made by the building official relative to the application of this division.
(f) 
The following persons are exempt from the registration requirements of this division provided a permit is obtained for work that requires a permit:
(1) 
A homeowner performing work on his homestead premises and without compensation.
(2) 
A person who is regularly employed as a full-time employee and performs maintenance and repair work for a single employer and does not work for the general public.
(g) 
An applicant for registration under this division shall provide to the building official the following information:
(1) 
The complete name and mailing address and telephone number of the applicant and the person, firm, or corporation he is representing.
(2) 
The name and mailing address of the person holding the master plumber license from the state.
(3) 
A copy of a valid state plumbing license or landscape irrigator’s license.
(h) 
The holder of a registration issued under this division shall carry the registration on or about his person at all times while performing work and shall present the registration upon request to the building official or his designated representative.
(i) 
A licensed master plumber or a licensed landscape irrigator who has performed or permitted work within the city since January 1, 1985, will be required to register as provided in this division and shall be automatically registered by the city upon payment of the renewal fee and submission of a completed application for registration. There will be a 90-day limit from the effective date of this division for the initial registration fee to be waived for anyone in this category.
(j) 
A street vehicle operated by a registered contractor or his employee, and used in the business of performing work under this division, shall bear markings clearly expressing, in letters not less than two inches in height, the name of the contractor performing the work and the license number and class of license issued by the state.
