The chief of police shall establish and officially institute a reserve police officer program.

(a)
The city manager shall be authorized to reimburse reserve police officers for noncompensated time spent away from their usual place of employment while under subpoena from the state as a witness to testify in a criminal case arising from arrests made while such reserve officer was on active duty with the police department.
(b)
Such compensation shall be the lower of the customary base hourly pay of the officer or the sum of twelve dollars per hour, with no more than eight hours per day being compensable.
(c)
Reimbursement, as provided in this section, shall be only after the time and amounts being certified by the chief of police and upon approval by the city manager.
