It is unlawful for any person, firm, company, association, agency, partnership or corporation to use or occupy the alleys or alleyways located within the corporate limits of the city as a parking place for unattended vehicles or for the storage of equipment, junk or refuse in such locations or in such manner which prohibits the free and unobstructed use of such alleys and alleyways.

It is unlawful for any person, firm, company, agency, partnership or corporation to use or occupy the public streets, avenues, highways, boulevards and the alleys or alleyways located within the corporate limits of the city for the conduct of its business or trade, including, but not limited to, the repair of vehicles, painting or welding of any item or product, and any other such business or trade which interferes in any manner whatsoever with the right of the public in general to use any such thoroughfare.

The city manager, chief of police, fire chief and/or chief of emergency services, jointly or severally, are given the authority to have any vehicle or other equipment, junk or refuse, or other encroachment, obstruction or encumbrance removed from any public street, alley or grounds which interferes with the public’s normal, free and unobstructed use of any such thoroughfare.

(a) 
In addition to the right to remove obstructions as provided in this article, the city manager, chief of police, fire chief and/or chief of emergency services shall issue or cause to be issued a citation and complaint against any such person, firm, company, association, agency, partnership or corporation in violation of any of the unlawful acts described in this article. Any person, firm, company, association, agency, partnership or corporation found guilty of such unlawful act or acts shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.
(b) 
Each day such violation continues shall be considered a separate offense.

In addition to the foregoing remedies available to the city when such unlawful acts occur, the city shall have the authority upon resolution by the city council to seek injunctive relief in a court of competent jurisdiction, and may take such other lawful action, at law or in equity, as shall be necessary to prevent or remedy any such violations.
