(a)
Policy established.
For the purpose of establishing a uniform policy for water and sewer extension to individual lots, the city may, upon request of the applicant or customer, extend the water and sewer lines the necessary distance to serve the individual customer, provided that the distance from the customer’s lot to an existing main is equal to or shorter than one hundred feet. The one-hundred-foot distance excludes streets, alleys and the utility line running across the frontage of the lot that is necessary to provide service for the customer. If the applicant’s property is more than one hundred feet away from an existing main, and if the city approves the extension, the applicant pays for the necessary line in excess of one hundred feet.
