The general purpose of this chapter is the following: to provide
for efficient, economic, environmentally safe, and legal operation
of the Village POTW.
This chapter sets forth uniform requirements for users of the publicly
owned treatment works (POTW) of the Village of Perry, and interconnected
sewer districts, and enables the Village to comply with all applicable
state and federal laws, including the Clean Water Act (33 USC § 1251
et seq.), and the General Pretreatment Regulations (40 CFR 403), as
amended.
To enable the POTW to comply with its POTW discharge permit conditions,
sludge use and disposal requirements, and any other federal or state
laws to which the POTW is subject;
To prevent the introduction of pollutants into the POTW that will
interfere with its operation; pass through the POTW, inadequately
treated, into receiving waters; increase the cost or otherwise hamper
the disposal of POTW sludge and/or residuals; cause, directly or indirectly,
pollution of the air or groundwater; create, directly or indirectly,
any public nuisance condition;
This chapter shall apply to all users of the POTW. The Chapter authorizes
the issuance of individual wastewater discharge permits; provides
for monitoring, compliance, and enforcement activities; establishes
administrative review procedures; requires user reporting.
Except as otherwise provided herein, the Superintendent of Water
and Wastewater of the Village of Perry shall administer, implement,
and enforce the provisions of this chapter. Any powers granted to
or duties imposed upon the Superintendent may be delegated by the
Superintendent to a duly authorized Village employee.
