In order to promote local economic development and to stimulate
business and commercial activity in the city, the city manager may
allow the temporary use of city property, including without limitation
city streets, highways, alleys, walkways, rights-of-way, parks, and
public buildings, and city equipment and personnel, for the filming
or taping of movies, television programs, commercials, training films,
and related and ancillary activities. The city manager is hereby empowered
to adopt and issue rules and policies related to said use of city
property and personnel, and said use of city property and personnel
shall be in accordance with any and all rules and policies adopted
or issued by the city manager.
