All current residents of the city and the county shall have the right to make application for and receive a library card free of charge. Cards expire on September 30th of each year, and must be renewed in person. This card shall entitle the holder to use the library and its facilities in accordance with the rules and regulations established by this article.

Library materials may be checked out only to a person who presents a valid library card issued by the city public library’s employees to that person.

(a) 
Nonresident card fee.
All patrons who do not reside in the city or the county shall pay a library card fee for nonresidents in accordance with the fee schedule in appendix A of this code.
(b) 
Establishment of fees and fines.
By ordinance, the city council, from time to time as necessary, shall establish fees for issuing replacement library cards, for obtaining materials through interlibrary loans, for making copies, fines for overdue library materials, and other matters deemed appropriate by the city council.

(a) 
Refusal or failure to return to the library books or other items with a two-week checkout period within thirty (30) days from the due date, or videos or other items with a two-day checkout period within fifteen (15) days from the due date, after two (2) written notices requesting return of the books, videos, or items, enables the librarian to sign a letter of complaint against the person responsible for the overdue items. Patrons who fail to return items within the time period will have their library card suspended, preventing the card holder from checking out books or other items or use of computers until each item is returned and all fines are paid. Once all items are returned and fines are paid, the patron will then be on probation for six (6) months, meaning the patron will only be allowed to checkout one (1) item at a time.
(b) 
Any person who intentionally, knowingly, recklessly, or as the result of criminal negligence fails to respond to the letter of complaint within ten (10) days of receipt by returning the books, DVD’s or items to the library and paying the appropriate fine or replacement cost of the materials commits a misdemeanor criminal offense punishable by a fine not to exceed five hundred dollars ($500.00).
(c) 
Any person who intentionally or knowingly defaces, damages or destroys any library books, DVD’s, or other materials or city property in the custody of the librarian commits a misdemeanor criminal offense punishable by a fine not to exceed five hundred dollars ($500.00).

(a) 
The city’s public library provides access to computer workstations, the internet and other electronic information resources as a means to enhance the information and learning opportunities available to patrons of the library.
(b) 
The policy, attached to Ordinance 807-16, applies to all users of the city’s public library computers, internet, networks and workstations. The policy is subject to change without notice and at the library’s discretion. It is the responsibility of the user to read and accept the current version of the policy.

(a) 
There is hereby created a board to be known as the city public library advisory board, which shall be composed of seven (7) citizens, residents of the city or the county, who shall be appointed by the city council. Board members shall serve for two (2) years after appointment unless sooner removed by the city council.
(b) 
In the event of a vacancy resulting from the resignation, death or removal from the public library advisory board by the city council of a member, the city council shall appoint a qualified person to fill the unexpired term of the member.

Any public library advisory board member who fails to attend a least one-half of the regularly scheduled board meetings during a calendar year shall be deemed to have resigned his position. The board may excuse absences due to temporary illness or other causes deemed justifiable.

The members of the public library advisory board shall not be entitled to compensation for their services on the board. The board, at its first meeting in a new calendar year, shall, from its members, select a president, vice-president, secretary, and such other officers as it deems necessary.

The public library board shall meet at least quarterly. Meetings shall comply with the Texas Open Meetings Law, as amended. Additional meetings may be called by the president, or upon request of the board members or upon notice from the librarian that a matter requires the consideration and advice of the board.

(a) 
The public library board shall act as an advisory board to the city council, the city manager and the librarian in matters pertaining to the maintenance and operation of the public library.
(b) 
The board may solicit, on behalf of the city, gifts, bequests and endowments of money and property from persons, firms and corporations, subject to the approval and acceptance of the city council.
(c) 
The board shall:
(1) 
Follow the rules and regulations prescribed by the city council for the conduct of its business.
(2) 
Act only in an advisory capacity to the librarian in all matters pertaining to the library.
(3) 
Encourage the development of adequate library facilities for all patrons.
