There is hereby created and established the city planning and zoning commission for the territorial jurisdiction of the city and its extraterritorial jurisdiction.

The planning and zoning commission shall be composed of five (5) regular members and two (2) alternate members, each of whom shall be appointed in accordance with section 1.05.003 of this code. Alternate members shall serve in the absence of one or more regular members when requested to do so by the presiding officer of the planning and zoning commission. Each member of the planning and zoning commission shall continue in office until such time as a successor is appointed and duly qualified.

The appointed members of the planning and zoning commission shall be resident citizens and qualified voters of the city and meet the requirements of section 1.05.001.

All vacancies on the planning and zoning commission shall be filled for the unexpired term in the same manner as provided for the original appointments. All expired terms shall be filled for terms as provided for the original appointments and in the same manner.

The members of the planning and zoning commission shall elect a chairman and vice-chairman from its membership annually.

The planning and zoning commission shall have the power and it shall be its duty to make, and recommend for adoption, a master plan, as a whole or in parts, for the future development and redevelopment of the municipality and its environs, including its extraterritorial jurisdiction, and shall have power and it shall be its duty to prepare a comprehensive plan and ordinance for zoning the city and its extraterritorial jurisdiction in accordance with chapter 211 of the Texas Local Government Code and amendments thereto. The commission shall perform such other duties as may be prescribed by ordinances or state law.

The planning and zoning commission shall have the power to make rules, regulations and bylaws for its own government, which shall conform as nearly as possible with those governing the city council, and the same shall be subject to approval by the council. Such bylaws shall include, among other items, provisions for:
(1) 
Regular and special meetings open to the public.
(2) 
Records of its proceedings, to be open for inspection by the public.
(3) 
Reporting to the council and the public, from time to time and annually.
(4) 
The holding of public hearings as required by law.

Members of the planning and zoning commission may be removed by the city council at any time, with or without cause.
