The International Building Code, 2024 edition, as published by the International Code Council, is hereby adopted by the city and declared to be effective within the city limits of said city immediately upon receipt by the city and filing with the city secretary of one copy of said IBC. Unless deleted, amended, expanded or otherwise changed herein, all provisions of such code shall be fully applicable and binding.

In accordance with the IBC, amendments recommended by the North Central Texas Council of Governments are adopted. For code uniformity with other regional cities and local practices certain sections of the 2024 International Building Code are amended. The "North Central Texas Council of Governments Recommended Amendments to the 2024 International Building Code" are made a part of this article by reference. The city adopts these amendments, all of which are on file in the office of the city secretary.

No premises or building or structure in Group R shall be used or occupied and no change in the existing occupancy classification of premises or buildings or structures or portion thereof shall be made until the building official has issued a certificate of occupancy therefor as provided herein.

(a) 
As a condition of receiving a permit for construction under this article, the owner and/or contractor shall place and maintain a minimum 20-cubic yard covered commercial roll-off container during the construction on the site subject of such permit. Prior to final inspection and/or issuance of a certificate of occupancy, such roll-off container shall be removed and its contents disposed of in accordance with state and/or local laws.
(b) 
The city council may by resolution establish such fee as it deems appropriate for the placement and/or maintenance of any roll-off container under this article.
