The International Plumbing Code, 2024 edition, as published by the International Code Council, is hereby adopted by the city and declared to be effective within the city limits of said city immediately upon receipt by the city and filing with the city secretary of one copy of said IPC. Unless deleted, amended, expanded or otherwise changed herein, all provisions of such code shall be fully applicable and binding.

The intent and purpose of the code is to regulate, for the protection of the public health and safety, the construction, erection, enlargement, alteration, repair, removal, and maintenance of all piping, fittings, fixtures, etc., used for the conduction of water and gas in or on any and all premises of the city and outside the boundaries of the city, if same be connected to the city water system.

(a) 
This division shall apply to all piping, fixtures, fittings, or appliances installed, constructed, erected, altered, or added to or built upon and within the boundaries of the city if same be connected to either the city water or private septic systems, except those for which permits have already been issued by the building official prior to the passage of this division.
(b) 
This division is not meant to apply to that work done by the proper employees of the city or other companies furnishing water in the laying of water mains and services, or to the installation of gas distributing mains and services in the streets and alleys by employees of the gas distributing company, or any work performed by such gas distributing company on any piping or connection up to and including the outlet connections of the service meter. Nothing in this code shall be construed as prohibiting an individual from negotiating with the gas company for the repair, replacement, or installation of yard or service lines (that line carrying the unmeasured gas) on his premises or as requiring a license or bond from gas company. Such work shall be performed by qualified employees of the gas company in accordance with all state and federal regulations.

In accordance with the IPC, amendments recommended by the North Central Texas Council of Governments are adopted. For code uniformity with other regional cities and local practices certain sections of the 2024 International Plumbing Code are amended. The "North Central Texas Council of Governments Recommended Amendments to the 2024 International Plumbing Code" are made a part of this article by reference. The city adopts these amendments, all of which are on file in the office of the city secretary.
