The following terms, as defined herein, shall control in the consideration and enforcement of this article:
Exterior property.
The open space on the premises and on adjoining property under the control of owners or operators of such premises.
Infestation.
The presence, within or contiguous to, a structure or premises of rats, or common field mice.

All structures and exterior property shall be kept free from rodent harborage and infestation. Where rodents are found, they shall be promptly exterminated by approved processes which will not be injurious to human health. After pest elimination, proper precautions shall be taken to eliminate rodent harborage and prevent reinfestation. Brush and burn piles are exempt from the provisions of this section.
