There is [hereby] created the library board, subject to the jurisdiction of the city council.

The library board will consist of three members. The director of the library and the city manager will serve as ex officio members of the library board.

(a) 
The terms of office of the library board are two years and will begin immediately upon appointment and qualification. The terms are staggered so that the term of one will expire in an odd-numbered year and the term of the other two will expire in an even-numbered year.
(b) 
No member of the library board can succeed himself or herself in office for more than six (6) years.
(c) 
Upon the death, resignation, removal or expiration of the terms of office of any member of the library board, the mayor shall nominate and the city council shall appoint a successor as a member of the board who shall hold his membership for the unexpired term of the member he is appointed to succeed.
(d) 
Notwithstanding subsection (a) of this section, library board members will continue in office until their successors are duly qualified.

(a) 
The library board will elect from its membership a president, a vice-president and secretary.
(b) 
The president will preside at all meetings of the library board and will sign, as authorized by the library board, correspondence and documents including those required by the state library.
(c) 
The vice-president will perform the duties of the president in the absence or inability of the president.
(d) 
The secretary will keep a true and accurate record of all matters coming before the board.

The library board will adopt bylaws for the operation of the board and the conduct of its business. The library board shall adopt policies and procedures for the operation of the library. These bylaws and policies and procedures shall be approved by resolution of the city council and will not be in conflict with this division or any ordinance of the city.

The library board will:
(1) 
Act in an advisory capacity to the city council, the city manager and the director of the library for the continued development and improvement of the library.
(2) 
Promote close communication between the city and all private citizens in order to secure the greatest degree of public benefit from library resources and services.
(3) 
Advise in the formulation of reasonable policies governing the use of library facilities and resources based upon recommendations of the director of the library and city manager.
(4) 
Not contract for the expenditure of any money unless the same is authorized by the appropriate city official, and it shall not have authority to employ or discharge employees working in the library.
(5) 
Serve without compensation.

(a) 
The library board will assist the library director in the preparation of the annual budget request to the city manager and city council for the operation of the library.
(b) 
The library board will present an annual report to the city council pertaining to the operations and activities of the library and of the library board.
