It shall be unlawful for any person, firm, or corporation, or any owner or occupant of any building or premises within the corporation of the city, to maintain, place, locate, or erect any sign, obstacle, or display which protrudes past the curbline into any street in the city; provided, however, that if the lowest point of said sign, obstacle, or display be at least twelve feet (12') above the top of said curb, such sign, obstacle, or display may protrude not more than three feet (3') past such curbline into such street.
