The city manager is authorized to create and amend policies and contracts for the use of the parks and civic center as necessary to maintain city facilities and to protect the health and welfare of citizens and participants at these events. The city manager is authorized to recommend fees for the use of the parks and civic center to the city council for approval.

(a) 
It shall be unlawful for any person to be in any park or civic center at any time when the park or facility is closed as provided in this section.
(b) 
All park land and park roads within the city including City Park, Hill Park, Shaver Field, public swimming pool, soccer park, and civic center shall be closed to the public every night between the hours of midnight and 6:00 a.m., except as provided below.
(1) 
With the approval of the city manager, parks may remain occupied for special events after midnight. The civic center may remain occupied after midnight for cleaning purposes or special events as approved by the city manager or by use contract.
(c) 
This section shall not apply to peace officers, physicians, ambulance operators or attendants, employees of the city or other public utility companies if in the park in the performance of their duties.
(d) 
This section shall not apply to persons traveling through the park on such dedicated city streets.

No person shall camp in any city park, playground or civic center, or set up any tent, shack or other shelter or lay out any bedroll or other sleeping equipment therein, excluding supervised Boy Scout activities unless permission granted by the city manager.

No person shall have within any city park, playground, or civic center any firearm, air rifle, spring gun, bow for shooting arrows, or other instrument capable of throwing a projectile, or throw any stone, hard ball, model airplane, or other object likely to inflict injury, or drive any golf ball, or roller skate. This section does not apply to acts done in an area designated by the city for such purpose, for example, the baseball and softball fields within the city-owned parks and the golf course.

(a) 
Definitions.
For the purpose of this section, the following definitions shall apply, unless the context clearly indicates or requires a different meaning.
Glass container.
Any glass receptacle which contains beverages or beverage mixtures such as water, soda-water, beer, whiskey, wine, wine coolers, champagne and similar beverages.
Specified areas.
All that property which has been donated, purchased or leased and is included in and designated as located in any city park.
(b) 
Prohibited areas.
It shall be unlawful for any person to knowingly or intentionally possess glass receptacles within the boundaries of any city park.
(c) 
Exceptions and exclusions.
(1) 
Nothing in this section shall prohibit the possession of the following glass containers in any area of any city park:
(A) 
Baby bottles or baby food jars;
(B) 
Canned goods to be auctioned or sold as bake sale items;
(C) 
Receptacles of food preparation items needed for food booths, picnics, parties, festivals and similar events; or
(D) 
Glass drug containers containing over-the-counter or prescribed drugs.
(2) 
Glass containers such as water, soda-water, beer, whiskey, wine, wine coolers, champagne and similar beverages will be permitted to be carried from vehicles into the civic center.
(d) 
Penalty.
Anyone who violates this section shall be found guilty of a class C misdemeanor and shall be fined in accordance with the general penalty provided in section 1.01.009 of this code plus court costs.

It shall be unlawful for any person to operate a concession within any public park in the city without a written agreement between the city and operator of such concession stands located at the parks or without first obtaining written permission from the city within such guidelines to terms and conditions specified by the city manager.

It shall be unlawful for any person to:
(1) 
Enter upon a city park area that has a sign posted “closed due to maintenance or field conditions” unless such person is a city employee or contractor performing maintenance;
(2) 
Use a city park area that has a sign posted “use with permit only” without having a city reservation permit that states the dates and times of usage, unless such person is a city employee or contractor performing maintenance;
The city manager is authorized and directed to designate any appropriate city park area to be used with permit only. The city manager is authorized to have posted appropriate signs informing the public of park area closings;
(3) 
Mark, deface, disfigure, injure, tamper with or displace or remove any buildings, appliances, bridges, tables, benches, cooking grills, railings, paving or paving material, construction material, water lines or other public utilities or parts or appurtenances thereof; signs, notices or placards, whether temporary or permanent, monuments, stakes, posts, or other boundary markers, or other structures or equipment, facilities or park property or appurtenances whatsoever, either real or personal;
(4) 
Use any facility for a purpose other than the purpose for which it was designed or constructed, or as posted;
(5) 
Discharge or otherwise place or cause to be placed in any fountain or other waters in or adjacent to any park, or any tributary, stream, storm sewer, or drain flowing into such waters, any substance, which will or may result in the pollution of such waters;
(6) 
Deposit any trash, rubbish, garbage, or any solid waste, except as permitted by this subsection. All garbage, trash, or rubbish created through the use of the parks and civic center may be placed in the proper receptacles where provided, and if not provided, all such rubbish, trash or waste shall be carried away from the park or civic center by the person responsible for its presence and properly disposed of elsewhere;
(7) 
Swim, bathe, or wade in any waters or waterways in or adjacent to any park;
(8) 
Dump, deposit, or leave any noxious, hazardous, or flammable materials or substances, either solid or liquid, on the civic center property;
(9) 
Start or maintain a fire in a park or the civic center property except in a cooking grill at a site designated by the city; leave unattended a fire started or maintained by that person; or deposit hot coals in trash receptacles;
(10) 
Move or carry away any sod, sand, earth, tree, wood, shrub, flower, or other landscaping, or trample injure or destroy any trees or other plant material;
(11) 
Hit a golf ball except in the golf course; or
(12) 
Solicit donations or sell merchandise without express permission from the city manager.

It shall be unlawful for any person to place or erect any structure, sign, bulletin board, post, pole, or advertising device of any kind in any park or playground or to attach any notice, bill, poster, or sign to any tree, shrub, fence, railing, post or other structure in any park or playground in the city, or civic center grounds without specific permission from the city manager.

The purpose of the restrictions listed in this section is to keep the park areas as safe as possible for citizens from motorized vehicle traffic and to keep park grounds and landscape from being damaged by such vehicles.
(1) 
Commercial vehicles prohibited.
It shall be unlawful for any person to operate any commercial motor vehicle with a gross weight of more than 16,000 pounds over any road in any city park, except under authority expressly granted by written agreement with the city.
(2) 
Vehicles limited to certain areas.
It shall be unlawful for any person to operate, ride, or drive any motorized vehicle within any park, except along and upon roads, parking areas, or in other areas specifically designated for such purposes.
(3) 
Parking restrictions.
It shall be unlawful for any person to park any vehicle in a park, except in places designated by the city for such purposes. No motorized vehicles may encroach upon park areas that have signage posted “no parking beyond this point.”
