In any specific case, where the following sections in this article or any existing ordinance specify different materials, methods of construction, or other requirements, the most restrictive standard shall govern. Where there is a conflict between a general requirement and a specific requirement, the specific requirement shall be applicable.

Any person who does or causes to be done any work in violation of any of the codes adopted in this article or who participates in any way in work in violation of any of the codes adopted in this article, commits an offense punishable as provided in section 1.01.009. Each violation of any code adopted in this article shall be an offense punishable by a fine in accordance with section 1.01.009 of this code. Each day or portion of a day during which a violation of any code adopted in this article continues shall be a separate offense.

Nothing in this chapter or in any of the codes adopted in this article shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act, ordinance or code section hereby repealed, nor shall any just or legal right or remedy of any character be lost, impaired or affected by this article.
