(a) 
The 2018 edition of the International Mechanical Code, published by the International Code Council, Inc., for the purpose of regulating the erection, installation, alteration, addition, repair, relocation, replacement, maintenance or use of any mechanical system, hereinafter referred to as the “mechanical code” and may be cited as such, a copy of which is on file in the office of the city secretary, is hereby adopted.
(b) 
No person, firm or corporation shall perform any mechanical work within the scope of this section or the code hereby adopted without first having obtained a permit therefor.
(c) 
The adoption of the mechanical code shall not be construed to relieve or lessen the responsibility of any person erecting, installing, altering, adding to, repairing, relocating, replacing, maintaining or using any mechanical system for damages to any persons or property caused by any defects therein, nor shall the city council, the city, its agents or representatives assume any such liability by reason of these regulations or the inspections authorized by this code or any permits or certificates issued under this code.
(d) 
The inspection or permitting of any work or plan under the mechanical code shall not be construed as a warranty or representation of the safety or adequacy of the work or plan. The city and its agent, employees, and servants shall not be liable for damages caused by any defect, hazardous or illegal condition, or inadequacy in such work or plan, or for any failure of any component thereof.
