For the purpose of this article, the following words and phrases shall have the following meanings:
Obstruct.
To render impassable or to render passage unreasonably inconvenient or hazardous.
Train.
Any train of cars, or part thereof, or any locomotive or car belonging to any railroad.

(a) 
Upon the basis of an engineering and traffic investigations heretofore made by the state department of transportation, it has been determined that railroad signals consisting of bells, flashing lights, and drop-gate arms are to be installed at railroad crossings of East Street and St. Andrews Street in the city; and that said signals will be installed by the railroad company under direction of the state department of transportation. It has been determined that installation of these signals may not be completed for several months, but that significant risk of accident involving trains and private vehicles does exist at this time. Therefore it is directed that stop signs be erected at these railroad crossings; and further directed that said signs be removed upon completion of the aforementioned railroad traffic signals. Signs will be erected as follows:
(1) 
At the railroad crossing of East Street, signs will face north and south on each side of the crossing to control traffic moving in both directions.
(2) 
At the railroad crossing of St. Andrews street, signs will face north and south on each side of the crossing to control traffic moving in both directions.
(b) 
Any person violating any provision of this section shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in accordance with the general penalty provision in section 1.01.009 of this code.

(a) 
Any employee or representative of any railroad who obstructs or causes the obstruction of the following designated railroad crossings within the city, for a period of time longer than stipulated in subsections (b) and (c) below shall be considered to have committed an unlawful act and shall be fined according to the penalty provisions as stipulated in section 12.06.005 of this article.
(b) 
It shall be unlawful for an employee or representative of any railroad to obstruct or cause to be obstructed the grade crossings of College, Center, Mechanic and St. Andrews Streets with the lines of the railroad for a period of time longer than five (5) minutes.
(c) 
It shall be unlawful for an employee or representative of any railroad to obstruct or cause to be obstructed the grade crossings of Eagle (Farm to Market 155) and East Streets with the lines of the railroad for a period of time longer than five (5) minutes.

Any employee or representative of any railroad violating any provision of this article shall be deemed guilty of a misdemeanor and shall be punished by a fine in accordance with the general penalty provision in section 1.01.009 of this code. If any violation be continuing, each day’s violation shall be deemed a separate violation.
