The purpose of this chapter is to provide regulations and restrictions; set fees, charges, and penalties; provide oversight; and to ensure these services provided to the Village residents are safe and are of outstanding quality.

There is hereby established an executive department of this Village to be known as the "Department of Public Works of the Village of Forrest," and the President is hereby authorized to appoint, subject to confirmation by the Board of Trustees, a Superintendent of said Department and all other necessary employees, and said Superintendent shall have the general management and control of the waterworks system of the Village; subject, however, to the supervision of the Board of Trustees.
