(a) The two (2) regular meetings each month of the city council, as required by Section
3.09 of the charter of the city, shall be held on the first (1st) and third (3rd) Tuesdays of each month, beginning at six o’clock (6:00) p.m. Each meeting shall be held in such location as the council shall designate in its notice of the meeting.
(b) An invocation
shall be conducted immediately after a meeting of the city council
is called to order.

(a) Purpose.
The purposes of these rules are as follows:
(1) To
ensure that meetings of the city council are conducted in a way that
allows the business of the city to be effectively conducted.
(2) To
ensure that members of the public who attend meetings of the city
council can be heard in a fair, impartial and respectful manner.
(3) To
ensure that meetings of the city council are conducted in a way that
is open to all viewpoints, yet free from abusive, distracting or intimidating
behavior.
(4) To
ensure that the rules governing decorum at meetings of the city council
are understood by persons attending the meetings.
(b) Rules
for Speakers.
(1) Members
of the public may address the city council at the following times
during a meeting:
(A) During hear statements from persons wishing to address the council.
(B) During a public hearing (if applicable).
(2) Speakers
must address all comments and questions to the presiding officer.
(3) Speakers
must limit their comments to three (3) minutes.
(4) Inquiries
from speakers about matters not listed on the agenda will either be
directed to staff or, may be placed on a future agenda for council
consideration upon request by the council.
(c) Rules
for Members of the Public.
Members of the public shall
not engage in any of the following in the meeting room during a council
meeting:
(1) Shouting,
unruly behavior, distracting side conversations, or speaking out when
another person is talking.
(2) Defamation,
intimidation, personal affronts, profanity, or threats of violence.
(3) Audible
use of phones, pagers, radios, computers or other electronic equipment.
(4) Booing,
hissing, foot stomping, parading, singing or other similar behavior
that impedes or disrupts the orderly conduct of the meeting.
(d) Enforcement
of Rules.
(1) The
rules of decorum will be enforced in the following manner:
(A) The presiding officer will request that a person who is violating
a rule cease the violation.
(B) If the violation continues, the presiding officer will warn the person
that he or she will be required to leave the meeting room if the violation
continues.
(C) If the violation continues, the presiding officer will order the
person to leave the meeting room.
(D) If the person does not leave the meeting room, the presiding officer
may order any peace officer at the meeting to remove the person from
the meeting room.
(2) It
is unlawful for any person to intentionally or knowingly resist removal
from a meeting room by a peace officer in the course of enforcing
the rules.
