A certain document, one (1) copy of which is on file in the office of the city secretary, being marked and designated as the current edition of the International Building Code, including all appendix chapters thereof, as published and as may be revised in part or its entirety by the International Code Council, be and is hereby adopted as the building code of the city, for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said building code on file in the office of the city [secretary] are hereby referred to, adopted, and made a part hereof, as if fully set out in this legislation, with the additions, insertions, deletions and changes, if any, as may be prescribed.

In the event of any conflict between the provisions of the code adopted by this article and applicable provisions of this code of ordinances, state law or city ordinances, rules or regulations, the provisions of this code of ordinances, state law or city ordinances, rules or regulations shall prevail and be controlling.

Whenever the word "municipality" or the word "city" is used in the code adopted by this article, it shall be construed to mean the City of Hillsboro, Texas.
Whenever the term "corporate counsel" or "city attorney" is used in the code adopted by this article, it shall be construed to mean the city attorney of this city.

Any person who shall violate any provision of the code adopted by the provisions of this article shall be deemed guilty of a misdemeanor, and shall be punished as provided by the general penalty provision set forth in Section 1.109 of this code. Each day such violation continues shall be deemed a separate offense.
