There is hereby created in and for this city an electrical examining and appeal board.

The electrical examining and appeal board shall be composed of five (5) members as follows:
(1) 
A licensed professional engineer;
(2) 
Two (2) master electricians; the city council may appoint two (2) electricians who do not hold a master electrician's license to the first electrical examining and appeal board provided they have been working in the city as electricians for a period of five (5) years;
(3) 
One general businessman or building contractor; and
(4) 
One member of the city council.

The electrical inspector and the city engineer shall be ex officio members of the electrical examining and appeal board.

Members of the electrical examining and appeal board and their successors shall be appointed by the mayor and confirmed by the city council, and shall hold office for a term of two (2) years or until their successors are appointed and have qualified.

The members of the electrical examining and appeal board shall meet as soon after their appointment as practical for the purpose of organization. The board shall formally elect a chairman, vice-chairman and secretary from its members and may adopt such rules as it deems necessary for the orderly conduct of its affairs. A full and complete record of the proceedings of the board shall be kept. A majority of the board shall constitute a quorum for the transaction of business. The city shall furnish a recording secretary when needed.

Specific duties of the electrical examining and appeal board shall include but are not limited to:
(1) 
Preparation of examining questions for applicants;
(2) 
Supervising the written examination and grading same;
(3) 
Providing standard answers to prepared questions from recognized authorities;
(4) 
Authorizing the issuance of master electrician's and electrical sign manufacturer's licenses;
(5) 
Recommending changes in this article in writing to the city council;
(6) 
Hearing any appeal from any person aggrieved by any interpretation of this code or by any decision or ruling of the electrical inspector after the appeal shall be presented in writing.

Any letter requesting an appeal as authorized by Section 3.566(6) shall give full details why the appeal is being made. The board shall hear the appeal within ten (10) days from the filing of the appeal, and shall hear all parties concerned and give a decision within three (3) days. The board shall not have the power to waive or set aside the requirements of this code but shall have power to interpret its provisions and in case of alternate types of construction or material, shall determine in fact if such alternate types of construction or material is equal to the standards of this code. The decision of the board shall be final.
