Manufactured home parks having locations for two (2) or more mobile homes shall be in local business districts or industry general districts as defined by the zoning ordinance.

No owner or keeper of any pet animal shall permit it to run at large or to become a nuisance within the limits of any manufactured home park. All applicable ordinances and statutes regarding the harboring of animals within the city shall apply to manufactured home parks.

The licensee or permittee or a duly authorized manager or caretaker, shall be in charge at all times to keep the manufactured home park, its facilities and equipment in an orderly, clean and sanitary condition. The attendant, manager or caretaker shall be answerable with the licensee or permittee for the violations of this article to which the licensee or permittee is subject.

The manufactured home park plans shall be approved by the inspection division of the city and shall conform to the following requirements:
(1) 
The park shall be located on a well drained site, properly graded to insure rapid drainage and freedom from standing pools of water;
(2) 
Manufactured home parks in legal existence on July 1, 1969, shall continue to use their present spacing;
(3) 
Mobile homes in parks shall be so harbored on each space that there shall be at least ten (10) feet clearance between mobile homes; provided however, that with respect to mobile homes parked end-to-end, the end-to-end clearance may be less than ten (10) feet, but shall not be less than eight (8) feet. No mobile home shall be located closer than five (5) feet to any building within the park or to any property line bounding the park;
(4) 
All mobile home spaces shall abut upon a driveway of not less than twenty (20) feet in width, which shall have an unobstructed access to a public street, alley or highway and on which parking will not be permitted and shall be maintained as fire lanes for fire trucks. Off-street parking facilities in the ratio of one space for each mobile home space shall be provided;
(5) 
All driveways and walkways within the park shall be provided with an all-weather surface and lighted at night with electric lamps of not less than twenty-five (25) watts each, spaced at intervals of not more than one hundred (100) feet; and
(6) 
An electrical outlet of 110 and/or 220 volts shall be provided for each mobile home space.

An adequate supply of pure water for drinking and sanitary purposes shall be supplied by pipes to all mobile home spaces within the manufactured home park. Each mobile home space shall be provided with a cold water tap at least twelve (12) inches aboveground and located within five (5) feet of the mobile home. All plumbing work performed within the park shall comply in all respects with the plumbing code of the city.

Dependent mobile homes shall be discouraged. However, if they are included in any manufactured home park, they shall be served by permanent facilities in which toilets, baths and showers, sinks and other sanitary facilities are located and shall conform to the following requirements:
(1) 
Toilet facilities for males shall consist of not less than one flush toilet and one urinal for the first ten (10) dependent mobile homes or any less number thereof, and for dependent mobile homes in excess of ten (10), not less than one additional flush toilet and one additional urinal for each ten (10) dependent mobile homes or fractional number thereof;
(2) 
Toilet facilities for females shall consist of not less than two (2) flush toilets and one additional flush toilet for each additional ten (10) spaces or part thereof;
(3) 
Each sex shall be provided with not less than one lavatory and/or a tub or shower with individual dressing accommodations for the first ten (10) mobile home spaces and for each ten (10) mobile home spaces or fraction thereof;
(4) 
Each toilet, shower or bathtub provided for in subsection (1), (2) or (3) above shall be in a private compartment or stall and shall be provided with a lock for the individual's protection;
(5) 
The sanitary facilities for men and women shall either be in separate building units ten (10) feet between buildings or shall be separated if in the same building by a soundproof wall; and
(6) 
Each sex shall be provided with a separate compartment or stall with a flush toilet in which bedpans or other containers of human excreta can be emptied and in which hot water is provided for an easy method for cleaning the containers.

(a) 
Service buildings housing sanitation and laundry facilities, or any such facilities, shall be permanent structures complying with all applicable ordinances and statutes regulating the construction of buildings and the installation of electrical, plumbing and sanitary facilities.
(b) 
The service buildings shall be well-lighted at all times of the day and night, shall be well ventilated with screened openings, shall be constructed of moistureproof materials, including painted woodwork, as shall permit repeated cleaning and washing, shall be maintained at a temperature of at least sixty-eight (68) degrees Fahrenheit during the period from October first to May first and the floors of the buildings shall be of water-impervious material.
(c) 
Service buildings housing sanitation facilities shall not be located closer than ten (10) feet nor further than two hundred (200) feet from any mobile home space upon which a dependent mobile home is located.
(d) 
All service buildings and the grounds of the park shall be maintained in a clean, sightly condition and kept free of any condition that will menace the health of an occupant or the public or constitute a nuisance. The use of the service buildings or the grounds of any manufactured home park for the storage of inoperative or unsightly motor vehicles or parts or other materials is prohibited.

(a) 
Waste from showers, bathtubs, toilets, urinals, lavatories, slop sinks and laundries in service or other buildings or mobile homes within the park shall be discharged into a private sewer system connected to a public sewer system in compliance with applicable ordinances and in such manner that it will not present a health hazard.
(b) 
Each mobile home space shall be provided with a sewer at least four (4) inches in diameter, which shall be connected to receive the waste from the shower, bathtub, toilet, lavatory, kitchen sink and laundry of the mobile home to discharge such waste into the public sewer system in compliance with applicable ordinances and in such manner that it will not present a health hazard.

Approved garbage containers shall be provided in quantities adequate to permit disposal of all garbage and rubbish. Garbage cans shall be located not further away than two hundred (200) feet from any mobile home space. The cans shall be kept in good mechanical and sanitary conditions at all times.

If each mobile home has an individual water meter, then garbage and trash and sewer fees will be paid in accordance with the regular rate schedule for these services. If more than one business, residence and/or, a mobile home are connected to one (1) meter, then it is the intent of this section that each business, home or mobile home or any combination of business, residence or mobile home shall each pay at least the minimum garbage and trash and sewer fees.

As provided in Section 3.811 access streets of not less than twenty (20) feet in width shall be maintained as fire lanes for fire trucks and it shall be the duty of the fire marshal to periodically check that such fire lanes are kept open at all times and that the manufactured home park complies with all the state laws in regard to elimination of fire hazards.
