1. 
The park and recreation facilities established, maintained and operated by the Borough are open to all members of the public irrespective of race, sex, national origin, color, and creed.
2. 
Parks shall be open to the public dawn to dusk each day unless different hours are established by general or specific notification made by the Borough.
3. 
Any section or part of the park may be declared closed to the public by the Borough at any time and for any interval of time, either temporarily or at regular and stated intervals for certain uses, as the Borough shall find necessary.

1. 
No person shall:
A. 
Park a vehicle in the park between dawn and dusk.
B. 
Operate and stop, stand or park such vehicles upon any roadway or in any parking area in such a manner as to form an obstruction to traffic thereon.
C. 
Drive upon or park upon any lawn in the park unless specifically authorized to do so by the Borough.
D. 
Operate and stop, stand or park a vehicle in such a manner as to block maintenance road, boat ramp, walking trail.
E. 
Park in any place where no parking signs have been erected.
F. 
Park in an area designed for handicapped parking without the driver or passenger being handicapped.
G. 
Operate a motor vehicle in excess of 15 miles per hour unless a higher rate of speed has been posted.
H. 
Operate a vehicle in the park other than park roadways open to and regularly traveled by the general public except vehicles authorized by the Borough for the purpose of park maintenance, improvement, or patrol, or to areas set aside as special use areas.
I. 
Operate any type of mini bike, trail bike, all terrain vehicle, snowmobile, or motorized or battery operated recreational vehicle for riding purposes over 85 pounds weight class or any such vehicle which is not or cannot be registered for operation on the public highways.
J. 
Wash or make mechanical repairs on vehicles except in cases of emergency.
K. 
In conjunction with this section, the Motor Vehicle Code of Pennsylvania shall apply to all park roadways.

No person shall ride or lead a horse or pony upon park property.

1. 
No person shall:
A. 
Climb upon or in any way injure any statue, fountain, wall banister, ledge, fence, balustrade, railing, pavilion or other structure or play on wet grounds in a manner injurious to turf.
B. 
Tamper with drinking fountains, hydrants, or other water system facilities.
C. 
Fly model powered planes or rockets.
D. 
Gamble in any form without valid permit.
E. 
Tamper, mar, remove or destroy any official or public sign.
F. 
Pour or cause to spill or permit to escape any oil, gas, salt, acid, or other deleterious substance whether liquid, solid or gaseous, except pursuant to the provisions of an official permit.
G. 
No person shall damage any park buildings, structures or equipment.
H. 
Bring Any Waste Paper. Sweepings, ashes, household waste, glass, metal, refuse or rubbish or any dangerous or detrimental substance into a park and deposit the same, either in a receptacle or any other place. This does not prohibit trash or waste generated in the park from a picnic or similar activity to be put in to receptacles supplied for that purpose.
I. 
Deposit any bodily waste in or on any portion of any comfort station or other public structure in the park area except directly into such particular fixtures as may be provided for that purpose and not place any bottle, can, rag or metal, wood, or stone substance in any of the plumbing fixtures in such station or structure.
J. 
Cut, deface, mar, destroy, break, or write on or scratch any walls, floor, ceiling, partition, fixture, or furniture, or use towels in any improper manner or waste soap, toilet paper, or any of the facilities provided in a comfort station or other public structure.

No person shall cut, remove or destroy any live tree, sapling, seedling, bush or shrub, or chip, blaze, box, girdle, trim or otherwise deface or injure any tree or shrub, or break or remove any branch, foliage, tree or shrub, or pick, gather, uproot, remove or destroy any flower, plant of grass except with permit issued by the Borough.

No person shall hitch, tie, fasten, nail, anchor, screw, or otherwise attach any, wire, cable, chain, rope, card, sign, poster advertisement, notice, announcement, handbill, board, or other articles or device to any post, tree, shrub, or building, without first obtaining permission in writing from the Borough.

No person shall:
A. 
Consume or possess alcoholic beverage while in the park.
B. 
Be under the influence of any alcoholic beverage while in the park.
C. 
The Borough shall confiscate alcoholic beverages in any person's possession.

1. 
No person shall:
A. 
Engage in any violent, abusive, loud, boisterous, vulgar, lewd, wanton, obscene or otherwise disorderly conduct tending to create a breach of peace, or to disturb or annoy others.
B. 
Commit any indecent or immoral act tending to debauch the morals or manners of the public.

No person shall peddle or solicit business of any nature whatever or collect any fund for any service or charity, or distribute handbills or other advertising matter unless first obtaining permission in writing from the Borough.

No person shall:
A. 
Use a loudspeaker, public address system or amplifier within the park without permission from the Borough.
B. 
Play or cause to play any radio, tape recorders, television, stereo tape, etc., in a loud or boisterous manner which tends to disturb or annoy any visitor.

1. 
No person shall:
A. 
Smoke in the park except at designated locations.
B. 
Set or cause to set on fire any tree, woodland, brush, grassland, meadow.
C. 
Build any fire except within fireplaces, receptacles or open spaces approved and designated by the Borough.
D. 
Drop, dump, throw or otherwise scatter lighted matches, ashes, burning cigars, cigarettes, tobacco paper or other flammable material.

1. 
No person shall:
A. 
Pursue, catch, attempt to catch, strike, molest, wound, or kill any bird, animal or reptiles or any nest, lair, den, burrow or the like of any animal in the park.
B. 
Fish or trap except in accordance with the laws of the State of Pennsylvania and as authorized by the Borough.
C. 
Drive or pursue any wild bird or animal from the confines of the park.

1. 
Dogs and/or domestic animals must be kept on a leash.
2. 
Leash shall be no greater than six feet.
3. 
The owner or handler of any dog and/or domestic animal is to remove fecal matter deposited by their animal on park property.

1. 
No person shall:
A. 
Enter upon any grounds that have been posted by the Borough with no trespassing or special wildlife signs or any sign that would indicated that the area is not open to the general public with out first obtaining permission from the Borough.
B. 
Enter any building that is not open to and regularly used by the public.
C. 
Enter upon or disturb any construction or equipment on the park property except authorized personnel.

No person shall force, threat, intimidate, fence, enclose, or by any other means, prevent or obstruct any person from entering, leaving or making full use of the park unless under the jurisdiction of the Borough consistent with the terms of this Part and other applicable statues, rules and regulations, and then only by persons authorized to do so by the Borough.

No person shall interfere with, use profanity towards, or in any manner hinder any employees or agents of the Borough who are performing their official duties within the park.

No person shall bring into or upon the park, nor have in his/her possession, or discharge, or set off anywhere upon said park, any firearm, air gun, or bow or other weapon that discharges projectiles either by air, explosive substance or by any other force.

Alcoholic beverages are prohibited in the pavilion.
2. 
All appliances must be cleaned and turned off.
3. 
All garbage and trash must be placed in the provided containers or in black plastic bags should the containers be full.
4. 
The bathrooms must be kept clean.
5. 
Pavilion should be swept and clean of any trash or litter.
6. 
All lights must be turned off.
7. 
Any table moved must be returned to its original position.
8. 
Any type of "special activities" must be approved by the Borough prior to the occasion and may require certain conditions to be met.
9. 
The use of the park is from dawn to dusk (unless prior authorization).
10. 
The pavilion and its facilities may be reserved for a fee determined by the Borough, up to one year in advance.
11. 
Smoking is not permitted inside the pavilion.

Street shoes are not allowed on courts. Only tennis shoes may be worn.
2. 
One hour time limit for singles; one and one-half hour limit for doubles - if there are others waiting to use the courts.
3. 
Gates shall be closed at all times.
4. 
All tennis court rules, regulations and courtesies shall be observed.
5. 
Tennis courts are to be used for tennis only. No bicycles, skates, skateboards, in-line skates, hockey or other activities permitted.
6. 
No pets are allowed on courts.
7. 
No private instructions and classes are allowed without prior permission from the Borough.
8. 
Sitting, pushing or pulling on tennis nets is prohibited.
9. 
Climbing on, hitting or kicking balls into, or running into fences is prohibited.

Golf carts and motorized recreational vehicles are not allowed on fields.
2. 
Play on fields is prohibited during wet or inclement weather.
3. 
Deposit trash into proper receptacles.
4. 
Climbing on fences, backstops and goals is prohibited. Hitting, throwing, or kicking balls into fences is prohibited.
5. 
Competitive recreation - golf, baseball, softball, basketball, football, lacrosse, hockey, tennis and other active competitive sports - is allowed only on the park facilities designated specifically for that type of activity and only during regular park operating hours.
6. 
The scheduling of organized sport groups shall have first rights for the use of the fields to which they have been assigned. A field not being utilized may be used by others including the "walk-on" public.
7. 
Field closing for maintenance, safety or other reasons deemed appropriate for the management and protection of property shall be at the discretion of the Borough.
8. 
For the intent of safety, only players, coaches, umpires and referees are allowed on athletic fields. All spectators, pets and others are to remain outside the boundary of the field, or outside a perimeter fence.
9. 
Pets are prohibited on all baseball fields.
10. 
The use of metal detectors is prohibited on all athletic fields.

Any person violating any law, rule or regulation of the Commonwealth of Pennsylvania or any Commonwealth agencies which are in force and effect and applicable to any conduct covered by the ordinance shall be prosecuted under such statute, rule or regulation, and be punished in accordance with the penalty provisions thereunto appertaining.

Any person who violates any provisions of this Part 1 shall, for every such offense, upon conviction thereof in a summary proceeding before a district judge or other appropriate judicial official, be sentence to pay a fine not more than $300, as well as the cost of restitution, as applicable, and/or to undergo imprisonment for a term not exceeding 30 days. In addition, such person shall be liable to the full extent for any damage that he or she causes. Furthermore, any violation of this Part 1 may, at the sole discretion of the Borough, result in an expulsion from the park for 90 days to one year depending on the severity of the violation.
