For the purposes of this article the following words and phrases
shall have the meanings respectively ascribed to them:
Discarded materials incident to and resulting from construction
or repair of buildings and the clearing of land for new construction,
such as, but not limited to, rock, brick, wood, glass, trees, brush
and vegetation, when such materials are in such quantity as can be
placed in one garbage container.
All putrescible wastes, except sewage and body waste, including
all animal or vegetable matters, kitchen waste in general and other
deleterious substances or any other matter commonly understood to
be garbage.
A watertight can of solid and durable metal and/or heavy
gauge plastic of not more than thirty-two (32) gallon capacity, equipped
with two (2) or more lifting handles and having a tight-fitting lid
with a handle. A garbage can or any other container must not have
any inside structures, such as bands or reinforcing angles, that will
prevent or impede the free discharge of its contents, and shall not
have any jagged or sharp edges that might injure a person handling
it.
The wastes and by-products of manufacturing and processing
establishments.
The carcasses of fowl and animals no larger than a dog; livestock
and horses shall not be included within the meaning of this term.
All other wastes such as tin cans, metal, stone, wood, glass,
bottles, paper, cordage, ashes, household rubbish, tree limbs, brush,
leaves, lawn trimmings, weeds, flowers, other vegetation and other
similar matter not tending to rapid decay or putrefaction and any
other nonclassified trash or discarded materials.
Every device in or by which any person or property is or
may be transported or drawn upon a public highway or road.

It shall be unlawful for any person to throw, drop, cast or
deposit upon any street, alley, sidewalk or any yard or premises,
public or private, any filth of any kind, or cans, paper, trash, paper
containers, rubbish, bottles or any other form of litter or waste
matter.

(a)
Generally.
The owner or occupant of any store or other place of business
situated within the city shall exercise reasonable diligence at all
times to keep his premises clean of wastepaper, wrapping paper, paper
napkins, cartons, package containers and other used or waste materials
thrown or left on said premises by its customers and to take reasonable
measures to prevent same drifting or blowing to adjoining premises.
(b)
Receptacles.
Receptacles of sufficient size and number shall be placed on
the premises accessible to the customers of such business where the
above referred to articles of waste may be disposed of.
(c)
Signs.
Each and every business establishment shall place upon its premises
in conspicuous places in close proximity to the receptacles above
referred to, signs which shall in essence, convey to its customers
a request that they use such receptacles for the disposal of waste
material.

It shall be unlawful for any customer going upon the premises
of another to in any manner dispose of wastepaper, wrapping paper,
paper napkins, cartons, package containers and other used or waste
materials except in receptacles provided for such purposes.
