There is hereby created a board to be known and designated as the Hillsboro City Library Board of Trustees.

The library board of trustees shall be composed of nine (9) members, all of whom shall be residents of this city.

(a) 
The members of the library board of trustees shall be appointed by the mayor upon confirmation of the city council and shall hold office for a term of three (3) years and until their successors shall have been appointed and qualified.
(b) 
There shall be appointed five (5) members to the board with their terms to begin on the second Tuesday in Apri1, 1978, and these new members shall draw lots at their first annual meeting to determine the length of their terms, with three (3) to serve three year terms and two (2) to serve two year terms.
(c) 
The four (4) 1977 appointees to the board shall also draw lots at their first annual meeting after the second Tuesday in April to determine one of their number who will serve a two year term from that time, with the remaining three (3) to serve the remaining one year of their existing term.
(d) 
After the initial terms as specified in subsection (c) above, all terms shall be for a period of three (3) years, and shall expire on the second Tuesday in April.
(e) 
Members shall be eligible for reappointment, but not for more than two (2) three year successive terms.

The members of the library board of trustees shall serve without compensation.

The library board of trustees shall adopt such bylaws for their own government and such rules and regulations for the proper management and control of the city public library as they shall determine proper, and shall select their own chairman, vice-chairman, secretary, treasurer and other officers at the first annual meeting of such board.

Before any library trustee shall enter upon the discharge of the duties of his office, he shall swear or affirm that he will faithfully and impartially discharge the duties of such office and shall file such affidavit with the city council.

The exclusive control and management of the city's public library shall be under the library board of trustees.

All land and other property owned, held, set apart or in any way dedicated to the use and benefit of the public library of the city, including property heretofore acquired as well as that which may be hereafter acquired, shall vest in the city for the use and benefit of the public library. The board of trustees shall have and exercise the exclusive possession thereof for the purpose aforesaid.

The board of trustees shall have the power to set such fees and charges for the use of the public library as it may deem necessary and proper from time to time upon obtaining approval from the city council.

The board of trustees shall make its annual report in writing on or before the first Tuesday in March of each year to the city council, which report shall be signed by the chairman and secretary of the board and shall show what property has come into the possession of the board for each preceding year and shall show the disposition or the disbursements of the same. Included in such annual report shall be the budget for the ensuing year and request that such funds be allocated by the city council for the city library.
