The office of city traffic engineer is hereby created and established in and for the city.

It shall be the general duty of the city traffic engineer to conduct investigations and studies of traffic conditions and to conduct investigations and analyses of traffic accidents.

(a) 
The chief of police by and with the approval of the city traffic engineer, is hereby empowered to make and enforce such emergency and/or experimental traffic regulations for a period not to exceed forty-eight (48) hours, as may be necessary to prevent or correct any hazardous condition.
(b) 
The chief of police by and with the approval of the city council, is hereby empowered to make and enforce such regulations as may be necessary to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect longer than thirty (30) days unless the approval of the city council is renewed.
