(a) A parking
space shall be reserved for handicapped parking at the following locations:
(1) On
the south side of the Hill County Courthouse, on Elm Street; said
parking space shall be the first parking space to the east of and
adjacent to the sidewalk approaching the courthouse.
(2) On
the south side of the Hill County Courthouse, on Elm Street; said
parking space shall be the first parking space to the west of and
adjacent to the sidewalk approaching the courthouse.
(3) On
the north side and in the 100 block of East Elm Street; said parking
space shall be the first parking space to the east of an alley running
north and south between East Elm Street and East Franklin Street,
which alley is located midway between Waco Street and Church Street.
(4) On
the south side and in the 100 block of East Elm Street; said parking
space shall be the first parking space to the west of the intersection
of Church Street and East Elm Street.
(5) On
the south side of West Elm Street; said parking space shall be the
first parking space to the west of the intersection of Covington Street
and West Elm Street.
(6) At
the U. S. Post Office building, at the intersection of West Franklin
Street and Covington Street; said parking space shall be the second
parking space north of the intersection of said named streets and
shall be located on the west side of Covington Street.
(7) On
the north side of East Franklin Street; said parking space shall be
located approximately one hundred forty (140) feet to the east of
the intersection of Waco Street and East Franklin Street.
(8) At
a parking lot owned by the City of Hillsboro; said parking lot being
located at the southwest corner of the intersection of Church Street
and East Franklin Street; said parking space shall be the first parking
space on the northeast corner of said parking lot.
(9) At
a parking lot owned by the InterFirst Bank-Hillsboro; said parking
lot being located at the southeast corner of the intersection of South
Waco Street and Gould Street; said parking space shall be the first
parking space on the northwest corner of said parking lot.
(10) At
the Hillsboro City Library Building; said parking space shall be the
first parking space at the northeast corner of a parking lot located
to the south of and adjacent to Gould Street and to the west of and
adjacent to said library building.
(11) At
the Hillsboro City Park; a total of four (4) parking spaces located
in a gravel parking lot inside the city park; two (2) of said parking
spaces shall be two (2) adjacent spaces located one hundred (100)
feet north and two hundred sixty (260) feet east of the northeast
corner of the restroom building and two (2) of said parking spaces
shall be two (2) adjacent spaces located eighty-nine (89) feet north
of and ten (10) feet to the east of the northeast corner of the restroom
building.
(b) Each of
said parking spaces shall be marked with a nonremovable sign that
has a notice of the penalty for a violation of this article, is permanently
mounted on a pole that is five (5) feet in height and has a profile
view of a wheelchair with and occupant in white on a blue background.

(a) A person
commits an offense under this article if the person is neither temporarily
or permanently disabled nor transporting a temporarily or permanently
disabled person and parks a vehicle with a special device issued by
the state department of highways and public transportation attached
to the license plate of said vehicle, or displays a temporarily disabled
person identification card in any parking space or parking area designated
specifically for the disabled.
(b) A person
commits an offense if the person parks a vehicle neither displaying
the special device nor displaying a temporarily disabled person identification
card in a parking space or parking area designated specifically for
the disabled.
(c) A person
commits an offense if the person parks a vehicle so that the vehicle
blocks an access or curb ramp or any other architectural improvement
designed to aid the disabled.
(d) Any person
violating the provisions of this article shall be deemed guilty of
a misdemeanor and shall upon conviction be fined in accordance with
the general penalty provision set forth in Section 1.109 of this code.
