(a) 
No person shall operate or drive any vehicle an any street within the city at a greater speed than thirty (30) MPH, unless signs are erected designating another speed in accordance with this article.
(b) 
Notwithstanding any other provisions of this article, no person shall drive a vehicle on a street at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the street in compliance with legal requirements and the duty of all persons to use due care.
(c) 
The driver of every vehicle shall, consistent with the requirements of subsection (b), drive at an appropriate reduced speed when approaching a hillcrest, when traveling upon any narrow or winding roadway and when a special hazard exists with respect to pedestrians or other traffic or by reason of weather or street or highway conditions.
(d) 
Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of V.T.C.A., Transportation Code, the following prima facie speed limits hereafter indicated for vehicles are hereby determined and declared to be reasonable and safe; and such speed limits are hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways, or parts thereof, described as follows:
(1) 
Spur 579.
Beginning at the east city limit and proceeding on Spur 579 to State Highway 81 for a distance of 1.408 miles, the speed limit shall be 60 MPH.
(2) 
State Highway 81.
(A) 
Frontage Road.
The section of State Highway 81 Frontage Road starting at Hill County Road 2452 and proceeding south for a distance of 0.925 miles shall have the speed limit not to exceed 45 MPH and the speed limit shall be 55 MPH for the remaining distance of 1.046 miles, ending at IH 35.
(B) 
Main Lanes.
Starting at the Hillsboro north city limits proceeding south at 55
MPH for a distance of 1.534 miles.
Then the speed limit shall be 45
MPH for a distance of 0.240 miles.
Then the speed limit shall be 35
MPH for a distance of 0.200 miles.
Then the speed limit shall be 30
MPH for a distance of 0.361 miles.
Then the speed limit shall be 35
MPH for a distance of 0.697 miles.
Then the speed limit shall be 40
MPH for a distance of 0.233 miles.
Then the speed limit shall be 50
MPH for a distance of 0.612 miles.
Then the speed limit shall be 60
MPH for a distance of 1.573 miles,
ending at the junction of IH-35
(3) 
State Highway 171.
Beginning at the north city limit and proceeding to the south along State Highway 171 for a distance of 0.261 miles the speed limit shall be 55 MPH, thence the speed limit shall be 40 MPH for a distance of 0.400 miles to the intersection of State Highway 22.
(4) 
FM 3267.
The section of FM 3267/Cho Street starting at State Highway 22 shall be forty (40) MPH for a distance of 0.612 miles, proceeding south of FM 3267/Cho Street around curve to point ending on east FM 3267/Old Bynum Road. The speed limit, except in times of ingress and egress, shall be thirty (30) MPH when flashing for school zone. Then from the point ending at the 0.612 mile segment which begins on FM 3267/Old Bynum Road, proceeding east the speed limit shall be forty-five (45) MPH for a distance of 0.779 miles ending at the Hillsboro southeast city limits, except in times of ingress and egress the speed limit shall be thirty (30) MPH when flashing for school zone.
(5) 
Interstate Highway 35; Frontage Roads.
The section of Interstate Highway 35 Frontage Roads starting at the Hillsboro south city limits proceeding north at 50 MPH for a distance of 1.606 miles, ending north of the county road. Starting north of FM 3267, proceeding north, the speed limit shall be 45 MPH for a distance of 1.755 miles, ending north of FM 286. Starting north of FM 286, proceeding south, the speed limit shall be 45 MPH for a distance of 1.945 miles, ending north of FM 3267. Starting south of the county road, proceeding south, the speed limit shall be 50 MPH for a distance of 1.606 miles, ending at the south city limits.
(6) 
State Highway 22.
(A) 
The section of State Highway 22 starting at the City of Hillsboro's west city limits, the speed limit shall be fifty (50) MPH for a distance of 0.208 miles, then forty (40) MPH for a distance of 0.200 miles, then thirty (30) MPH for a distance of 0.690 miles to State Highway 81/Waco Street.
(B) 
The section of State Highway 22 starting at the City of Hillsboro's east city limits, the speed limit shall be fifty (50) MPH for a distance of 0.200 miles, then forty (40) MPH for a distance of 1.622 miles, then thirty-five (35) MPH for a distance of 0.750 miles to State Highway 81/Waco Street.
(7) 
Old Brandon Road.
(A) 
The section of Old Brandon Road starting at the east right-of-way line of Interstate 35 to the city limits shall be thirty-five (35) miles per hour for a distance of 0.57 miles. Then the section of Old Brandon Road from the city limits ending at a point of west right-of-way line to State Highway 22 shall be forty-five (45) miles per hour for a distance of 1.25 miles.
(B) 
The aforementioned portion of Old Brandon Road is hereby regulated as to the speed of motor vehicles traveling within said section in any direction as evidenced by the attached plan to Ordinance O2012-07-06 and incorporated by reference herein as exhibit A, and shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this section when signs are in place giving notice thereof.

(a) 
The city council may alter the maximum speed limits established by Section 12.1001 on any street or portion thereof within the city in accord with the provisions of V.T.C.A., Transportation Code. Whenever signs are posted giving notice of the maximum legal speed limit so established for a particular street or portion thereof, it shall be unlawful for any person to drive or operate any vehicle at a rate of speed in excess of such limit.
(b) 
Speed Limits Established-School Zones.
Pursuant to the provision of the subsection (a), the following speed limits are hereby established for the streets and portions of streets enumerated below:
(1) 
Speed Zones/Speed Limit.
It shall be unlawful for any person to operate or drive any vehicle at a speed greater than the speed designated or posted in any school zone as may be marked or designated within the city during the hours indicated upon signs erected in zones.
(A) 
Walnut Street extending from Church Street to Abbott Street, 20 MPH;
(B) 
Abbott Street Extending from Walnut Street to Corsicana Highway, 20 MPH;
(C) 
Church Street extending from 3rd Street to Nowlin Street, 20 MPH;
(D) 
Country Club Road extending from East Franklin Street to Thompson Street, 20 MPH;
(E) 
Jane Lane extending from Old Brandon Road to East Franklin Street, 20 MPH;
(F) 
Alexander Street extending from Cho Street to Hubbard Street, 20 MPH;
The aforementioned locations are hereby regulated as to the speed of motor vehicles traveling within said sections in any direction as shown in the plan on file in the office of the city secretary and incorporated by reference herein as “Exhibit A.”

No person shall drive a motor vehicle at such a low speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law.

The city traffic engineer, by and with the approval of the city council, is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections, and shall erect appropriate signs giving notice thereof.
