(a) 
(1) 
It shall be unlawful for an owner, occupant, lessee or person in charge of property zoned as residential single-family dwelling district (R-S), residential multiple-family dwelling medium density district (RM-M), or residential multiple-family dwelling highest density district (RM-H) to permit the parking, standing or storing of house trailers, mobile homes, buses, motor vehicles, trucks, truck trailers, semitrailers, passenger motor vehicles, motor homes, camper cabins, motorcycles, trailers, boats, farm machinery or similar equipment upon the front yard of the property in these zones mentioned above without locating the same on a standard driveway or other asphalt or concrete surface; except that any truck or truck tractor exceeding one and one-half (1½) tons capacity may not be parked, left standing or stored on the property.
(2) 
It shall be unlawful for an owner, occupant, lessee or person in charge of property zoned as residential single-family dwelling districts (SF-5, SF-7, SF-9), residential multiple-family dwelling medium density district (MF-12), or residential multiple-family dwelling highest density district (MF-29) to permit the parking of a motor vehicle on the public street for more than three (3) consecutive days within a thirty-day period. The parking or storing of camper trailers, house trailers, mobile homes, buses, motor vehicles, trucks, truck trailers, semitrailers, passenger motor vehicles, motor homes, camper cabins, motorcycles, trailers, boats, and farm machinery is prohibited from parking on the street in these zones mentioned above at any time.
(b) 
This subsection shall not prevent the parking or standing of the above described vehicles and/or trailers which are less than one and one-half ton capacity and which are in any such residential yard for the purpose of expediently loading and unloading passengers, freight or merchandise, but not otherwise.
(c) 
A permit for a variance from the provisions of this article may be obtained from the city manager upon presentation of evidence of necessity satisfactory to the city manager. Such evidence must include a drawing of the lot, drawing of proposed parking location on the lot, and explanation of why other parking arrangements are not available. Appeal to the city council may be taken within 30 days of the city manager's decision by filing a notice of appeal with the city secretary specifying the grounds of the appeal.
(d) 
Any person or persons violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction shall be fined in accordance with the general penalty provision set forth in Section 1.109 of this code. Each day that such violation continues under this provision shall be a separate and distinct offense. Prosecution or conviction under this provision shall never be a bar to any other remedy or relief for violations of this article.

No person shall park a vehicle upon any street in the city for the principal purpose of:
(1) 
Displaying such vehicle for sale;
(2) 
Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency;
(3) 
Advertising, except by permit issued by the chief of police and under the conditions stipulated therein.

It shall be a misdemeanor for any person to park any motor vehicle in disregard of the parking lines and markers upon the pavement or curb at the place were said vehicle may be parked.

Vehicles may be parked at any angle not to exceed forty-five (45) degrees, to the curb or edge of the roadway at those places and angles where signs or markings clearly indicate that it is permissible and that no part or contents of such vehicle shall protrude into or cause a hazard with other vehicles or pedestrians in the nearest adjacent traffic lane, sidewalk or crosswalk. In no case shall this exceed seventeen (17) feet from the curb in a perpendicular direction where thirty (30) degree parking is permitted or nineteen (19) feet, from the curb in a perpendicular direction where forty-five (45) degree parking is permitted.
