For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them:
Rubbish or refuse.
Tin cans, bottles, paper, dry trash, kitchen and household waste, ashes, food containers, and scrap construction supplies.

Any person, firm or corporation violating the provisions of this article shall, upon conviction, be fined any sum not to exceed the state mandated maximum.

No person shall sweep, throw or deposit in any street, alley, sidewalk, or other public place any of the sweepings or cleanings of dwelling houses, stores, and other premises of all kinds, or any rags, paper, rubbish or refuse matter of any kind whatsoever.

It shall be unlawful for any person to throw or scatter into or onto any street, alley or sidewalk in the city the contents of any can, box, bail, bundle, sack or other container of rubbish, including wastepaper, pasteboard boxes, paper boxes, clothes or other materials deposited for collection on or alongside any street or alley.

It shall be unlawful for any person to throw, deposit, place or drop cans, bottles, any loose paper or other waste materials or refuse into or onto any street, alley, sidewalk, or other public place within the city, except in public receptacles.

(a) 
It shall be unlawful for any person, firm, corporation, partnership, association of persons, owner, agent, occupant, or anyone having supervision or control of any lot, tract, parcel of land or portion thereof, occupied or unoccupied, improved or unimproved, within the corporate limits of the city, to suffer or permit any rubbish, brush, waste building materials or other trash resulting from building operations and any other objectionable, unsightly or unsanitary matter of whatever nature to accumulate or be present upon any lot, tract or parcel of land unless the same is containerized or secured in such a manner as to prevent blowing or dispersing of said matter by wind, water or other elements.
(b) 
The presence of garbage, rubbish, rock, waste building materials or other trash resulting from building or remodeling operations which is uncontainerized or unsecured is hereby declared to be a public nuisance and a violation of subsection (a) on the part of the contractor, owner or occupant having supervision or control of any lot, tract, parcel of land or a portion thereof when allowed to remain for more than 24 hours.
(c) 
Any person, firm, corporation, partnership, association of persons, owner, agent, occupant or anyone having supervision or control of any lot, tract, parcel of land or a portion thereof who violates this section shall be guilty of a misdemeanor and upon conviction shall be subject to a fine not to exceed the state mandated maximum, and each and every day’s violation hereof shall constitute a separate and distinct offense.
