(a)
The Texas Traffic Code, being article 6701d, Vernon’s Texas Civil Statutes, is hereby adopted as the traffic code for the city; however, where the governing body of the city has determined upon the basis of an engineering and traffic investigation that the prima facie maximum speed limit set forth therein is greater or less than is reasonable or safe under the conditions found to exist within the city and has declared a reasonable and safe prima facie maximum speed limit thereat or thereon by ordinance duly enacted, it shall be unlawful for any person to operate or drive a motor or other vehicle at a speed greater than the maximum prima facie speed limit as specified in said ordinance.
(b)
Any person, firm or corporation violating the above provisions shall, upon conviction, be fined any sum not to exceed the state mandated maximum.
