No person operating a miniature golf course, putting green, driving course, croquet, go-cart or scrambler track, or other outdoor sport or amusement facility, exclusive of transient shows required to be licensed by section 10-141, as a business charging fees for the playing of such game or use of such facility, shall keep such place of business open or allow such game or sport to be played between the hours of 11:00 p.m. and 6:30 a.m. All lights shall be extinguished by 11:00 p.m. each night. However, on all days in which daylight saving time is in effect in the city, such place of business may remain open until 12:00 midnight, and all lights shall be extinguished immediately after 12:00 midnight. The city manager may, in special circumstances, authorize such a business to stay open later than the stated hours.

The person operating any business described in section 10-81 shall not use in connection therewith any phonograph, radio, band, or any kind of device, machine or engine which emits or is permitted to emit noises, either music or otherwise, of such a character as is reasonably calculated to disturb the peace of adjacent inhabitants or the public.
