The Police Department shall be under the direction of a chief of police, who shall be appointed by the city manager and who, subject to the supervision of the city manager and to such rules, regulations and orders prescribed by the city manager not inconsistent with the city Charter and ordinances, shall have immediate control and direction of such department. The chief of police shall be vested with the disciplinary power of the department. The department shall be composed of the chief of police and other officers and employees as the city manager may determine.

(a) 
The Police Department shall be charged with the preservation of the peace and order of the city, the protection of all persons and property, and the enforcement of all criminal ordinances and all criminal laws of the city, the state and the United States.
(b) 
The department shall:
(1) 
Suppress all riots, disturbances and breaches of the peace.
(2) 
Pursue and arrest any person fleeing from justice in any part of the state or of the United States.
(3) 
Arrest all persons found in the act of committing a breach of laws or ordinances, and take the offenders forthwith before the proper court to be dealt with according to law.
(4) 
Make complaints to the proper officers of any person known or believed to be guilty of the violation of the city ordinances or of the penal laws of the state or the United States.
(c) 
The Police Department shall also aid in firefighting when so directed by the city manager.
