The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Cul-de-sac.
A minor street not more than 600 feet in length, having but one vehicular access to another street and terminated by a vehicular turnaround of not less than 100 feet in diameter in residential areas and not less than 200 feet in diameter in commercial and industrial areas.
Minor loop.
A minor street having ten or less platted lots which originates or terminates on the same through street.
Prefix.
An alphabetic letter which is applied when a street crosses a baseline. The purpose of the prefix is to indicate the compass direction from a baseline described in city Ordinance No. 390.
Primary number.
A number of not more than five digits and which is assigned to a parcel so that a parcel can be uniquely identified on the street on which it is platted.
Street name.
A word not exceeding 12 characters which has been established by city ordinance, by dedication, or, for a private street, by official approval of the Planning and Zoning Commission.
Street type.
A word or abbreviation of a word not exceeding four characters used to classify a street name into categories such as “street,” “avenue,” “circle,” “lane,” and other similar descriptors.
Suffix.
An alphabetic letter and/or a set of numbers not exceeding three characters which is used to uniquely identify separate buildings upon parcels and/or separate activities within buildings.

No municipal services shall be rendered to any parcel or building which does not comply with the addressing and numbering conventions set forth by this article.

Any person, whether owner, agent, or occupant, who shall, after 20 days’ written notice from the director of community development, fail or refuse to number correctly any house owned, occupied, or controlled by such person; who shall fail or refuse to number any house which has been removed from one lot to another or which has been repaired; who shall number any house otherwise than in conformity with this article; who shall obliterate, conceal or obscure any house number by paint or other means; or who shall name, rename or extend any private street without official approval of the Planning and Zoning Commission shall be deemed guilty of a misdemeanor and upon conviction shall be fined as provided in section 1-14. Each day in violation beyond the 20-day period shall be deemed a separate offense.

(a) 
For the purpose of numbering and, more particularly, locating all buildings and parcels in the city, all streets in the city shall be considered as even hundreds in the numbering scheme according to the relative position of each street or avenue, and the parcel and building numbers in the blocks next to such streets and avenues shall be the units and tens of the complete number.
(b) 
All numbering of the city shall proceed eastward, westward, northward, and southward from the baseline described in city Ordinance No. 390 in accordance with such schedules, except as modified by section 94-321.
(c) 
Where possible, lots and buildings shall be uniquely identified by a street number of no more than five digits.
(d) 
Separate buildings may be uniquely identified by the use of an alphabetic letter used in combination with a primary street number. This convention shall be approved by the director of the community development only when strict compliance with this article would result in severe confusion.
(e) 
Residential dwelling units within a single residential building on a single parcel shall be numbered in sequence starting with the number one. This shall include duplexes. The number one-half shall not be permitted as a unique identifier.
(f) 
Residential units within a complex of multiple-residential structures shall be numbered uniquely in hundred series numbered in consecutive order through the complex with the 100 series designating ground level, and the 200 series designating second-story units, etc. If the complex has over 100 units at any story level, thousand series numbers shall be used.
(g) 
Culs-de-sac and minor loops shall be numbered in consecutive order starting with the number one.
(h) 
Spaces within mobile home parks shall be numbered in sequence beginning with the number one.

(a) 
The baseline or dividing line separating east, west, north and south street numbers shall be identical with those baselines described in repealed Ordinance No. 390, passed and approved February 13, 1922, on record in the office of the City Clerk. These baselines are described as follows:
(1) 
The baseline or dividing line separating east and west street numbering shall, on the north side of the Wichita River, be Webster Street and is extended north to the city limits. South of the Wichita River the baseline shall be Patterson Street and Mill Street along the east line of the original townsite and Jalonic Addition, then with the centerline of section 10, J. A. Scott Survey south. This baseline is extended to follow the South Expressway southward to the city limits.
(2) 
The Wichita River shall be the baseline for numbering streets running north and south, which are west of the east line of sections 15 and 16 of the J. A. Scott Survey, and is extended to the city limits. East of the east line of sections 15 and 16 of the J. A. Scott Survey the baseline shall be Barwise Street on the north line of section 11 of J. A. Scott Survey, and is extended due east to the city limits.
(3) 
The numbering system established by Ordinance No. 390 for various individual streets which were in existence at the time shall remain in effect.
(b) 
All baselines shall automatically be extended when new territory is annexed to the city.

When future extensions to the city are made or new additions are placed on record, it shall be the duty of the director of community development to prepare numbers for such extensions or additions. Such numbers shall correspond to the general scheme of the numbering contained in this article. The following conditions shall govern street numbering unless otherwise covered in other sections of this article:
(1) 
All streets bearing less than north 45 degrees east, or north 45 degrees west, shall assume the north/south numbering system.
(2) 
All streets bearing more than north 45 degrees east, or north 45 degrees west, shall assume the east/west numbering system established in this article.
(3) 
The longest segment (north/south, east/west, or diagonal) will determine whether the street will conform to a north/south or to an east/west numbering scheme.

Streets in new subdivisions shall conform with the following:
(1) 
Names of new public streets shall not duplicate or cause confusion with the names of existing streets, unless the new public street is a continuation of or is in alignment with an existing street, in which case the name of the existing street shall be used.
(2) 
The naming of private streets or drives is prohibited unless such names are approved by the Planning and Zoning Commission. Names of private streets and driveways may be recognized and approved by the Planning and Zoning Commission if such names do not conflict with names of other public or recognized private streets within the city. It will be the owner’s responsibility to reimburse the city for the construction and placing of signs of the same standards as those of the city, except that the color shall be white with black lettering. Names of existing or future private streets or drives shall not be changed, nor shall such streets or drives be extended without approval of the Planning and Zoning Commission. The owner shall also be responsible to the city for maintenance and replacement of the signs when needed.
(3) 
No minor streets, such as culs-de-sac, circles, and minor loops, shall carry the same primary street name as that of any previously dedicated or recognized private street.
(4) 
If a street crosses a baseline, it shall carry a prefix of “N,” north; “S,” south; “E,” east; “W,” west. The purpose of the prefix is to indicate direction from a baseline.
(5) 
All streets shall carry a name and one of the following street type identifiers: access road, avenue, bend, boulevard, circle, cove, court, curve, downs, drive, expressway, freeway, highway, lane, loop, parkway, path, pathway, place, ramp, road, row, street, square, trace, trail, terrace, way.
(6) 
Twelve characters shall be the maximum number of letters in a street name.

For the purpose of reserving address numbers along street segments, each 60 feet of frontage shall constitute a lot or a space for a parcel number.

All numbers on business or residence houses in the city shall be of a figure not less than three inches in height and approximately two or more inches in width and shall be so placed as to be seen plainly from the street. They shall be purchased and paid for by the owner or agent of the property. The figures shall be of durable metal, glass, or enamel, or they may be painted of neat design and durable material on the glass of the transom of the door. New subdivisions, upon completion of street construction, shall have the address of each residence painted on the curb with letters on a white backing. Perishable materials such as wood, paper, and cardboard and marking of pen, pencil, or other easily displaced substance shall not be deemed a compliance with this article.

All building address numbers or building letters in a complex of residential structures shall be of a figure not less than 12 inches in height and approximately six inches or more in width and shall be so placed as to be seen plainly from the nearest vehicular access. The residential unit numbers within buildings shall comply with section 94-324. They shall be purchased and paid for by the owner or agent of the property. The building addresses shall be lighted, where possible, or composed of reflective material and of a color which provides a contrast to the background. A certificate of occupancy for the building shall not be granted until compliance with this section is determined by the building code administrator.

(a) 
It shall be the duty of the Department of Community Development to designate all address ranges in conformity with this article. Numbers shall be furnished the owner or agent of each new house built with its proper number in accordance with sequences determined by the director of community development before issuance of a building permit by the Building Inspections Division or when a parcel of land is finally platted for record.
(b) 
When any house is not correctly numbered or not numbered at all, the director of community development shall give such house its proper number and shall notify the owner, agent, or occupant to number such house correctly in accordance with this article.
(c) 
Questions of uncertainty as to the exact number or sequence of numbers or the meaning and intent of the textual provisions of this article shall be determined by the director of community development according to the rules and regulations which may be adopted for the purpose of consistency.

It shall be the duty of the owner or agent of a business or residence building to number properly and correctly the building and in like manner to number every new building in construction or constructed within five days after the building is completed or within two days after it is occupied. Buildings removed from one lot to another shall in like manner be renumbered according to the new location within five days after such removal and relocation or within two days after it is occupied. The owners, agents, or other persons making repairs or additions to buildings shall cause the number, or others of proper kind, to be replaced immediately if the repairs or improvements require temporary removal of the numbers.
