(a) 
The city Traffic Engineering Division is authorized to place markers, buttons, or signs within or adjacent to intersections indicating the course to be traveled by vehicles at such intersections, and such course to be traveled as so indicated may conform to or be other than as prescribed by law or ordinance.
(b) 
When authorized markers, buttons, or other indications are placed within an intersection indicating the course to be traveled by vehicles thereat, no driver of a vehicle shall disobey the directions of such indications.

(a) 
The Traffic Engineering Division is authorized to determine those intersections at which drivers of vehicles shall not make a right or left turn and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, and the hours shall be plainly indicated on the signs or may be removed when such turns are permitted.
(b) 
Whenever authorized signs are erected indicating that no right or left turn is permitted, no driver of a vehicle shall disobey the directions of any such sign.

When signs are erected giving notice thereof, no person shall operate any vehicle with a gross weight in excess of the amounts specified in the posted limits at any time upon any of the streets or parts of streets so posted, which streets are on file in the office of the Traffic Engineering Division.

(a) 
A U-turn is a turning movement made by a vehicle so as to proceed in the opposite direction upon a street, road or alley.
(b) 
The Traffic Engineering Division shall have the authority to determine those official medians, openings and dead-end streets where U-turns would be unsafe and may place signs prohibiting U-turns at such places. The making of U-turns may be prohibited between certain hours of any day.
(c) 
Whenever authorized signs are erected indicating that U-turns are prohibited, no driver shall disobey them.
(d) 
No driver shall make a U-turn unless such movement can be made with safety and without interfering with other traffic.

(a) 
Whenever any city ordinance designates any one-way street or alley, the Traffic Engineering Division shall place and maintain signs giving notice thereof, and no such regulation shall be effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.
(b) 
Upon the streets and parts of streets and in the alleys designated as provided in subsection (a) of this section, vehicular traffic shall move only in the indicated direction when signs indicating the direction of traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited. In accordance with this section and when properly signposted, traffic shall move only in the direction indicated upon the streets which are on file in the office of the Traffic Engineering Division.

The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this city, except as this article, as authorized by state law, declares and determines upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas. In such event, it shall be prima facie unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this article when signs are in place giving notice thereof.

(a) 
For purposes of this section, the term “highway” shall refer to all publicly dedicated streets, roads, and alleys within the city.
(b) 
In accordance with state law pursuant to engineering and traffic investigations performed by the city’s Traffic Engineering Division, the prima facie speed limits are hereby altered to apply in the speed zones on parts of city highways as described in Table 102-108(b).
(c) 
In accordance with state law pursuant to engineering and traffic investigations performed by the city’s Traffic Engineering Division, the altered prima facie speed limits for school speed zones on parts of city highways described in Table 102-108(c), shall apply at such times and places as each described school speed zone is active. The city’s Traffic Engineering Division shall establish the times in which each described school zone is active, and said speed zones shall be applicable in accordance with signs placed that give notice thereof.
(d) 
Prima facie speed limits established under subsections (b) and (c) of this section shall be enforceable when appropriate signs giving notice thereof are erected in accordance with state laws and regulations.

The city’s Traffic Engineering Division may determine and declare temporary reasonable and safe speed limits to the maximum extent allowable pursuant to state law. Such change shall be effective at all times when appropriate signs giving notice thereof are erected.

It is deemed upon the basis of an engineering survey and traffic investigation that the speed permitted by state law and/or city ordinance upon certain alleys is greater than is necessary for the safe operation of vehicles thereon. It is declared that the speed limit for alleys is 15 miles per hour unless otherwise marked with appropriate signs.
