(a) 
The rates are established for retail treated water and retail raw water customers by separate ordinance, and shall be collected by the Finance Department.
(b) 
During every billing cycle that an account is active, except the first and last, water rates shall apply to all residential, commercial, and industrial water users, with the exception of contract water users and with the exception that treated water service outside the corporate limits shall be two times the rate charged inside the corporate limits.
(c) 
The meters of raw water retail customers will be read monthly. Billing cycles between meter readings will use estimated consumptions as a basis for the billing, and the number of consumptions will be adjusted quarterly when the meter reading is taken.
(d) 
Residential customers who are citizens of the city and are not adjacent to water mains are eligible to obtain water from the Reilly Road Water Fill Station during such periods as it is operational. The Department of Public Works may place additional rules on access to the Reilly Road Water Fill Station as it determines are appropriate to limit access to those city residents who are not adjacent to water mains. Rules governing access from persons residing outside the city limits may require additional certifications from the county for the purpose of verification and policing of water obtained from the Reilly Road Water Fill Station.
(1) 
For residential customers obtaining water from the Reilly Road Water Fill Station who are city residents, the rate shall be established by separate ordinance.
(2) 
For residential customers obtaining water from the Reilly Road Water Fill Station who are not residents of the city, the rate shall be double the residential rate, plus a service fee established by separate ordinance. Persons who are not residents of the city may not purchase more than 7,500 gallons of water from the Fill Station per month per residence.
(3) 
Persons purchasing water from the Reilly Road Water Fill Station may only use said water in accordance with drought management provisions applicable to water service from the city, including drought surcharges.
(4) 
The city manager is authorized to execute an interlocal agreement, in a form to be approved by the city attorney, with the county to provide for purchases of water from the Reilly Road Water Fill Station by non-city-residents of the county, the provision of an automated dispensing station by the county, and the remittance of part of the administrative fee to the county to provide for the cost of said station.
(e) 
Newly enacted rates shall be effective during the first full billing cycle after modification thereof.

(a) 
Rates for wholesale water use shall be established by separate ordinance and adopted by city council.
(b) 
The city manager is authorized to execute such amendments to water purchase contracts with wholesale water customers as may be necessary to implement the wholesale water use rates established by separate ordinance and adopted by city council.

(a) 
The utility collection division may accept credit cards from Visa, MasterCard, Discovery and American Express for payments collected by the utility collection division.
(b) 
A service fee established by separate ordinance shall be assessed per transaction to the customer paying by credit card at the Utility Collections’ counter, over the telephone, through the city’s website, or kiosk, to reimburse the city for reasonable expenses incurred to process the transaction.
