It is hereby determined by the Board of Aldermen that the streets, alleys and sidewalks of the City of Pevely have been well established by public use since the establishment of the incorporated Town of Pevely and that there are numerous occasions where said streets, alleys, sidewalks and other thoroughfares are being obstructed by people within the City so as to prevent the free use thereof by the citizens of Pevely and others desiring to use the same.
B.

No persons shall leave open or permit to be kept open any cellar door or other opening on any sidewalk located in the City of Pevely and used by the public, nor adjacent thereto, so as to endanger persons or animals falling into such opening.
