(a)
The city council shall hold a regular meeting at 5:30 p.m. on the third Tuesday of each month at city hall unless such meeting time or place requires change, due to certain circumstances, and any such change to time or place of meeting shall be duly approved by the city council and transmitted to the public through formal publication of notice in accordance with the applicable rules and regulations as set forth in the Texas Local Government Code.
(b)
The city’s public library building known as the Gibbs Memorial Library shall be and is hereby ordained to be annexed as a part of the city hall. This designation does not in any way alter the fact that the Gibbs Memorial Library building shall be used as a public library and community house with its primary function as that of a public library.
(c)
The mayor or any two (2) or more councilmembers may call special meetings of the city council.
