The city manager may appoint a director of public works who shall report to and be supervised by the city manager. The director of public works shall be subject to removal at the will of the city manager pursuant to section 1.04.035(3) of this code.

The director of public works shall be the administrative head of and responsible for the efficient operation of the streets, traffic, utilities, solid waste and parks departments.

The city manager may assign other duties and responsibilities to the director of public works that the city manager considers proper for the efficient administration of the city’s public works.
