It shall be unlawful for any person to dump, deposit or leave any decayable or non-decayable waste within or nearer than 300 feet of any city street, alley, thoroughfare, public place or park within the city, other than in a receptacle approved by the city as a proper receptacle for the deposit and collection of trash and garbage, and otherwise complying with city garbage collection ordinances. It shall not constitute a defense to a charge under this section if the person so dumping, depositing or leaving the material is not the owner thereof.

It shall be unlawful for any person to consume any alcoholic beverage on any city-owned property, except at the community center when the necessary approvals required by the Texas Alcoholic Beverage Commission and the city have been obtained.
(b) 
It shall be unlawful for any person to possess any alcoholic beverage for the purpose of consumption on any city-owned property, except at the community center when the necessary approvals required by the Texas Alcoholic Beverage Commission and the city have been obtained.
