(a) 
It shall be unlawful for any owner, or for an agent or representative thereof, to sell a portion of the entire surface estate of any tract within the corporate limits of the city unless, as to the tract sold, the seller or purchaser shall have complied with the requirements of Tex. Local Gov’t Code, section 212.004.
(b) 
Excepted from the terms of this section are sales of portions of lots already comprehensively platted and dedicated to the extent of divisions into individual residential lots not exceeding 75 feet by 150 feet in dimension.
(c) 
A division of land under this section does not include a division of land into parts greater than five acres, where each part has access and no public improvement is being dedicated.
