A. 
Terms.
(1) 
The Plan Commission shall consist of seven members who are residents of the Town of Brooklyn. All members of the Commission shall be appointed by the Town Board Chairperson, who shall also choose the presiding officer. All appointments shall be approved by the Town Board.
(2) 
The Town Board Chairperson may appoint himself or herself to the Commission and may appoint other Town elected or appointed officials, except that the Commission shall always have at least three citizen members who are not Town officials.
B. 
Citizen members. Upon creation of the Plan Commission, the citizen members shall be appointed by the Town Chairperson to hold office for periods ending in one, two and three years, respectively. On completion of these terms, the members of the Commission shall be appointed to hold office for a period of three years. Appointments shall be made by the Town Board Chairperson during the month of April for terms that expire at the end of April. Appointments shall also be made at any other time if a vacancy occurs during the middle of the term. Citizen members shall be persons of recognized experience and qualifications.
C. 
Elected or appointed official members. Appointments shall be made by the Town Board Chairperson and approved by the Board during the month of April for elected or appointed officials' terms that expire at the end of April. Appointments shall also be made at any other time if a vacancy occurs during the middle of the term. Term durations shall be two years.
The Town Board shall elect an alternate member of the Plan Commission to serve for a two-year term. The alternate shall act with full power when there are not enough Plan Commission members available to provide a quorum.
Should a vacancy occur on the Plan Commission, the Town Board Chairperson shall fill such position by appointment as soon as practicable.
Members shall be removable at the option of the Town Board by a majority vote.
The Plan Commission shall have the power to employ experts and to pay for their services and such other expenses as may be necessary and proper, not to exceed the appropriation made for such Commission by the legislative body or placed at its disposal through gift, and subject to any ordinance or resolution enacted by the governing body.
