Pursuant to V.T.C.A., Local Government Code § 213.002, the city council has adopted a comprehensive plan which is a coordinated set of plans organized by subject and geographic area to be used to coordinate and guide the establishment of development regulations in the city. The coordinated set of plans shall be collectively referred to as the "Pflugerville Comprehensive Plan." The Pflugerville Comprehensive Plan shall consist of the following set of plans:

The document entitled "Aspire Pflugerville 2040 Comprehensive Plan" dated April 2022, prepared by the consultants of Freese and Nichols. Inc. is hereby incorporated as the Pflugerville Comprehensive Plan by Ordinance 1545-22-04-26 adopted on April 26, 2022, and as amended by Ordinance 1654-25-02-11adopted on February 11, 2025.
(B)
The document entitled "Pflugerville Pforward Mobility Master Plan" dated May 2025, prepared by Kimley Horn is hereby incorporated as the Mobility Master Plan as an element of the comprehensive plan by Ordinance 1670-25-05-27 on May 27, 2025.
(C)
The document entitled "Water Master Plan" dated August 2025, prepared by the consultant Garver, LLC is hereby incorporated as the water element of the comprehensive plan by Ordinance No. 1684-25-09-23.
(D)
The document entitled "Reclaimed Water Master Plan" dated July 2023, prepared by Quddity is hereby incorporated as the reclaimed water element of the comprehensive plan.
(E)
The document entitled "Wastewater Master Plan" dated August 2025, prepared by the consultant CP&Y, Inc. dba STV Infrastructure is hereby incorporated as the wastewater element of the comprehensive plan by Ordinance No. 1684-25-09-23.
(F)
The document entitled "Drainage Master Plan" dated August 2022, prepared by the consultants of Halff and Associates, Inc. is hereby incorporated as the drainage master plan extension of the Aspire 2040 Comprehensive Plan as adopted by Ordinance 1545-22-04-26 on April 26, 2022.

The document entitled "Parks, Recreation, and Open Space Master Plan" dated August 2023, prepared by Berry Dunn, is hereby incorporated as the parks, recreation, and open space master plan as part of the Aspire 2040 Comprehensive Plan as adopted by Ordinance 1545-22-04-26 on April 26, 2022.

The document entitled "Downtown Pflugerville Streetscape Master Plan" dated September 2024, prepared by Halff and Associates, Inc. is hereby incorporated as the Downtown Streetscape Master Plan as an element of the comprehensive plan by Ordinance 1636-24-10-08 on October 8, 2024.
