The parks and recreation advisory board shall be subject to the jurisdiction of the city council and shall be composed of seven members, whose offices are hereby created and established.

The members of the parks and recreation advisory board shall be residents of the city and shall be appointed by the city council. Each member shall serve a term of three years, unless removed by the city council for just cause, except that two of the seven members initially appointed will serve for a term of one year.

All vacancies shall be filled for the unexpired terms in the same manner as provided for the original appointments and shall be for the terms as provided for the original appointments.

It shall be the duties of the Parks and Recreation Advisory Board:
(1) 
To act in an advisory capacity to the City Council on matters relating to parks and recreation, and to review and make recommendations to the City Council on matters relating to parks and recreation planning, policies, acquisition, and development within the city and its extraterritorial jurisdictions.
(2) 
To advise in coordination with agencies, organizations, programs and individuals on all parks and recreation matters.
(3) 
To make recommendations to the director of parks and recreation, the City Manager, the City Council, for the betterment of parks and recreation services to the citizens.
(4) 
To promote parks and recreation programs and services within the community.
(5) 
In cooperation with the City Manager or his designee, to study, investigate, counsel, develop and administer the written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. This plan shall constitute the official comprehensive city tree plan.
