(a)
The city council determines and declares that there is a need for the housing authority of the city to function, and in accordance with the foregoing finding the housing authority of the city is authorized to transact business and exercise its powers pursuant to the Housing Authorities Law of the state.
(b)
The mayor hereby is directed to file the necessary certificate relative to the appointment of the councilmembers and designation of the chairman of the housing authority in the office of the city secretary.
