Each home shall be provided with an ample and adequate supply of water of safe, sanitary quality approved by the director of public health, piped to each ward or convenient thereto so that the same is convenient to the occupants thereof.

Each home shall have at least one water flush toilet, one lavatory and one shower or bathtub for each 15 persons or fraction thereof of each sex, which shall be in accordance and compliance with the sanitary, plumbing and other city ordinances and this code. All toilet rooms shall be entirely shut off from the sleeping rooms by a partition extending from floor to ceiling and shall be equipped with a self-closing door. Each such room shall have proper ventilation to the outside air and shall have window space of at least 15% of the superficial floor area opening on a street or yard. Each bathroom or toilet room shall have at least one window not less than six square feet between beads.

In every home, each room occupied or to be occupied by an inmate shall be of such dimensions as to give each inmate not less than 500 cubic feet of air space. Every such room shall have at least one window for each four beds. Such window space shall equal 15% of the superficial floor area of the room, shall be not less than ten square feet between stop beads, and shall open onto a street, public alley or yard at least six feet wide. All door and window openings shall be fully screened with screen wire which shall be not less than 16 mesh to the square inch. Each bed shall have at least 40 square feet of floor space, and in every room or dormitory containing more than one bed, the beds shall be so arranged as to leave a passageway of not less than two feet horizontally on all sides of each bed.

In every home where food is prepared or served, the following regulations shall be observed:
(1) 
No toilet room or bedroom shall open directly into any room where food is prepared, stored or served. Sleeping in any room where food is prepared, served or stored shall be forbidden.
(2) 
All openings into any room in which food is prepared, stored or served shall be fully screened with screen wire, which shall be not less than 16 mesh to the square inch.
(3) 
All persons who prepare or serve food shall have in their possession a certificate from the director of the Angelina County and Cities health division as is provided in this code.
(4) 
All serving utensils shall be thoroughly cleaned between each service or use by:
(A) 
Thorough washing in a vat in a cleansing solution of warm water and any cleansing compound deemed effective by the director of public health and then rinsing in a vat in clean boiling water;
(B) 
Thorough washing in a vat in such solution, rinsing in plain water in a second vat and immersion for at least two minutes in a third vat in a lukewarm solution of at least 50 ppm of available chlorine if hypochlorites are used, or a concentration of equal bactericidal strength if chloramines are used. The solution shall be made up at a strength of 100 ppm or more of hypochlorites and shall not be used after its strength has been reduced to 50 ppm;
(C) 
Where chlorine immersion is not used and after such washing in a vat and rinsing in a second vat in clear water, placing in wire cages and immersing in a third vat for at least three minutes at 180°F; or
(D) 
Use of electrically operated machinery that cleans mechanically.
